Senator Rouson moved the following:

4 insert:
5 (48) LIVE THE DREAM LICENSE PLATES.—
6 (a) The department shall develop a Live the Dream license
7 plate as provided in this section. Live the Dream license plates
8 must bear the colors and design approved by the department. The
9 word “Florida” must appear at the top of the plate, and the
10 words “Live the Dream” must appear at the bottom of the plate.
11 (b) The proceeds of the annual use fee shall be distributed
12 to the Dream Foundation, Inc. The Dream Foundation, Inc., shall
13 retain the first $60,000 in proceeds from the annual use fees as
14 reimbursement for administrative costs, startup costs, and costs
15 incurred in the approval process. Thereafter, up to 25 percent
16 shall be used for continuing promotion and marketing of the
17 license plate and concept. the remaining funds shall be used in
18 the following manner:
19 1. A maximum of 5 percent of the proceeds from the annual
20 use fees may be used to administer the license plate program.
21 2. A maximum of 5 percent of the proceeds from the annual
22 use fees may be used for continuing promotion and marketing of
23 the license plate.
24 3.1. Thirty Twenty-five percent of the annual use fees
25 shall be distributed equally among the sickle cell organizations
26 that are Florida members of the Sickle Cell Disease Association
27 of America, Inc., for programs that provide research, care, and
28 treatment for sickle cell disease.
29 4.2. Thirty Twenty-five percent of the annual use fees
30 shall be distributed to the Florida chapter of the March of
31 Dimes for programs and services that improve the health of
32 babies through the prevention of birth defects and infant
33 mortality.
34 5.3. At least 12.5 Ten percent shall be distributed to the
35 Florida Association of Healthy Start Coalitions to decrease
36 racial disparity in infant mortality and to increase healthy
37 birth outcomes. Funding will be used by local Healthy Start
38 Coalitions to provide services and increase screening rates for
39 high-risk pregnant women, children under 4 years of age, and
40 women of childbearing age.
41 6.4. At least 12.5 Ten percent shall be distributed to the
42 Chapman Partnership, Inc., Community Partnership for Homeless,
43 Inc., for programs that provide relief from poverty, hunger, and
44 homelessness.
45 7.5 Up to 5 Five percent of the proceeds shall be
46 distributed by the department on behalf of the Dream Foundation,
47 Inc., to The Martin Luther King, Jr. Center for Nonviolent
48 Social Change, Inc. as a royalty for the use of the image of Dr.
49 Martin Luther King, Jr used by the foundation for administrative
50 costs directly associated with operations as they relate to the
51 management and distribution of the proceeds.
