Senator Rouson moved the following:

5 and insert:
6 Section 2. Subsection (48) of section 320.08058, Florida
7 Statutes, is amended, and subsection (84) is added to that
8 section, to read:
9 320.08058 Specialty license plates.—
10 (48) LIVE THE DREAM LICENSE PLATES.—
11 (a) The department shall develop a Live the Dream license
12 plate as provided in this section. Live the Dream license plates
13 must bear the colors and design approved by the department. The
14 word “Florida” must appear at the top of the plate, and the
15 words “Live the Dream” must appear at the bottom of the plate.
16 (b) The proceeds of the annual use fee shall be distributed
17 to the Dream Foundation, Inc., to The Dream Foundation, Inc.,
18 shall retain the first $60,000 in proceeds from the annual use
19 fees as reimbursement for administrative costs, startup costs,
20 and costs incurred in the approval process. Thereafter, up to 25
21 percent shall be used for continuing promotion and marketing of
22 the license plate and concept. The remaining funds shall be used
23 in the following manner:
24 1. Up to 5 percent may be used to administer, promote, and
25 market the license plate.
26 2.1. At least 30 Twenty-five percent shall be distributed
27 equally among the sickle cell organizations that are Florida
28 members of the Sickle Cell Disease Association of America, Inc.,
29 for programs that provide research, care, and treatment for
30 sickle cell disease.
31 3.2. At least 30 Twenty-five percent shall be distributed
32 to the Florida chapter of the March of Dimes for programs and
33 services that improve the health of babies through the
34 prevention of birth defects and infant mortality.
35 4.3. At least 15 Ten percent shall be distributed to the
36 Florida Association of Healthy Start Coalitions to decrease
37 racial disparity in infant mortality and to increase healthy
38 birth outcomes. Funding will be used by local Healthy Start
39 Coalitions to provide services and increase screening rates for
40 high-risk pregnant women, children under 4 years of age, and
41 women of childbearing age.
42 5.4. At least 15 Ten percent shall be distributed to
43 Chapman the Community Partnership for Homeless, Inc., for
44 programs that provide relief from poverty, hunger, and
45 homelessness.
46 6. Up to 5 percent may be distributed by the department on
47 behalf of The Dream Foundation, Inc., to The Martin Luther King,
48 Jr. Center for Nonviolent Social Change, Inc., as a royalty for
49 the use of the image of Dr. Martin Luther King, Jr.
50 5. Five percent of the proceeds shall be used by the
51 foundation for administrative costs directly associated with
52 operations as they relate to the management and distribution of
53 the proceeds.
54 (84) COASTAL CONSERVATION ASSOCIATION LICENSE PLATES.—
55 (a) The department shall develop a Coastal Conservation
56 Association license plate as provided in this section and s.
57 320.08053. The plate must bear the colors and design approved by
58 the department. The word “Florida” must appear at the top of the
59 plate, and the words “Conserve Florida’s Fisheries” must appear
60 at the bottom of the plate.
61 (b) The annual use fees from the sale of the plate shall be
62 distributed to Coastal Conservation Association Florida, a
63 nonprofit corporation under s. 501(c)(3) of the Internal Revenue
64 Code, to be used as follows:
65 1. Up to 10 percent of the proceeds may be used for
66 administrative costs.
67 2. Up to 10 percent of the proceeds may be used to promote
68 and market the plate.
69 3. The remainder of the proceeds shall be used to support
70 the mission and efforts of Coastal Conservation Association
71 Florida for habitat enhancement and restoration, saltwater
72 fisheries conservation, and education; to advise the public on
73 the conservation of marine resources; and to promote and enhance
74 the present and future availability of those coastal resources
75 for the benefit and enjoyment of the general public.
76 Section 3. By November 1, 2018, the annual use fees
77 withheld by the Department of Highway Safety and Motor Vehicles
78 from the sale of the Live the Dream specialty license plate
79 shall be used first to satisfy all outstanding royalty payments
80 due to The Martin Luther King, Jr. Center for Nonviolent Social
81 Change, Inc., for the use of the image of Dr. Martin Luther
82 King, Jr. All remaining funds shall be distributed to the
83 subrecipients on a pro rata basis according to the percentages
84 specified in s. 320.08058(48), Florida Statutes.
