    1                        A bill to be entitled                      
    2         An act relating to regional agency and regional
    3         planning council meetings; amending s. 120.525, F.S.;
    4         providing requirements for establishing a quorum for
    5         meetings of certain agencies and councils when a
    6         voting member appears via telephone, real-time
    7         videoconferencing, or similar real-time electronic or
    8         video communication; requiring notice of intent to
    9         appear via telephone, real-time videoconferencing, or
   10         similar real-time electronic or video communication by
   11         a specified time; providing an effective date.

   13  Be It Enacted by the Legislature of the State of Florida:
   14  
   15         Section 1. Subsection (4) is added to section 120.525,
   16  Florida Statutes, to read:
   17         120.525 Meetings, hearings, and workshops.—
   18         (4) For purposes of establishing a quorum at meetings of
   19  regional agencies and regional planning councils that cover
   20  three or more counties, a voting member who appears via
   21  telephone, real-time videoconferencing, or similar real-time
   22  electronic or video communication that is broadcast publicly at
   23  the meeting location may be counted towards the quorum
   24  requirement if at least one-third of the voting members of such
   25  regional agency or regional planning council are physically
   26  present at the meeting location. A member must provide oral,
   27  written, or electronic notice of his or her intent to appear via
   28  telephone, real-time videoconferencing, or similar real-time
   29  electronic or video communication to the regional agency or
   30  regional planning council at least 24 hours before the scheduled
   31  meeting.
   32         Section 2. This act shall take effect July 1, 2018.
