House Comm: RCS . 01/22/2018 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Criminal Justice (Montford) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Delete everything after the enacting clause 4 and insert: 5 Section 1. Paragraphs (a) and (e) of subsection (2) of 6 section 282.709, Florida Statutes, are amended to read: 7 282.709 State agency law enforcement radio system and 8 interoperability network.— 9 (2) The Joint Task Force on State Agency Law Enforcement 10 Communications is created adjunct to the department to advise 11 the department of member-agency needs relating to the planning, 12 designing, and establishment of the statewide communication 13 system. 14 (a) The Joint Task Force on State Agency Law Enforcement 15 Communications shall consist of the following members: 16 1. A representative of the Division of Alcoholic Beverages 17 and Tobacco of the Department of Business and Professional 18 Regulation who shall be appointed by the secretary of the 19 department. 20 2. A representative of the Division of Florida Highway 21 Patrol of the Department of Highway Safety and Motor Vehicles 22 who shall be appointed by the executive director of the 23 department. 24 3. A representative of the Department of Law Enforcement 25 who shall be appointed by the executive director of the 26 department. 27 4. A representative of the Fish and Wildlife Conservation 28 Commission who shall be appointed by the executive director of 29 the commission. 30 5. A representative of the Department of Corrections who 31 shall be appointed by the secretary of the department. 32 6. A representative of the Department of Financial Services 33 who shall be appointed by the Chief Financial Officer. 34 7. A representative of the Department of Agriculture and 35 Consumer Services who shall be appointed by the Commissioner of 36 Agriculture. 37 8. A representative of the Florida Sheriffs Association who 38 shall be appointed by the president of the Florida Sheriffs 39 Association. 40 (e) The per diem and travel expenses incurred by a member 41 of the joint task force who represents a state agency in 42 attending task forceitsmeetings and in attending to task force 43itsaffairs shall be paid pursuant to s. 112.061, from funds 44 budgeted to the state agency that the member represents. The per 45 diem and travel expenses incurred by the member of the task 46 force who represents the Florida Sheriffs Association in 47 attending task force meetings and in attending to task force 48 affairs shall be paid pursuant to s. 112.061, by the sheriff’s 49 office that employs the representative. 50 Section 2. This act shall take effect July 1, 2018. 51 52 ================= T I T L E A M E N D M E N T ================ 53 And the title is amended as follows: 54 Delete everything before the enacting clause 55 and insert: 56 A bill to be entitled 57 An act relating to the Joint Task Force on State 58 Agency Law Enforcement Communications; amending s. 59 282.709, F.S.; providing that a representative of the 60 Florida Sheriffs Association shall be an appointed 61 member of the Joint Task Force on State Agency Law 62 Enforcement Communications; providing that the 63 sheriff’s office that employs the representative must 64 pay the per diem and travel expenses incurred by the 65 representative; providing an effective date.
