    1                        A bill to be entitled                      
    2         An act relating to education; amending s. 1006.07,
    3         F.S.; requiring school districts to conduct a security
    4         risk assessment at each public school site within the
    5         district; requiring school districts to use a format
    6         prescribed by the Department of Education for such
    7         assessments and for self-assessments of current safety
    8         and security practices; providing an effective date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. Subsection (6) of section 1006.07, Florida
   13  Statutes, is amended to read:
   14         1006.07 District school board duties relating to student
   15  discipline and school safety.—The district school board shall
   16  provide for the proper accounting for all students, for the
   17  attendance and control of students at school, and for proper
   18  attention to health, safety, and other matters relating to the
   19  welfare of students, including:
   20         (6) SAFETY AND SECURITY BEST PRACTICES.—Each school
   21  district shall Use the Safety and Security Best Practices
   22  developed by the Office of Program Policy Analysis and
   23  Government Accountability to conduct a security risk assessment
   24  at each public school site within the district and conduct a
   25  self-assessment of the school districts’ current safety and
   26  security practices using a format prescribed by the department.
   27  Based on these self-assessment findings, the district school
   28  superintendent shall provide recommendations to the district
   29  school board which identify strategies and activities that the
   30  district school board should implement in order to improve
   31  school safety and security. Annually, each district school board
   32  must receive the self-assessment results at a publicly noticed
   33  district school board meeting to provide the public an
   34  opportunity to hear the district school board members discuss
   35  and take action on the report findings. Each district school
   36  superintendent shall report the self-assessment results and
   37  school board action to the commissioner within 30 days after the
   38  district school board meeting.
   39         Section 2. This act shall take effect July 1, 2018.
