       The Committee on Appropriations (Montford) recommended the
       following:
       
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 223 and 224
    4  insert:
    5         Section 3. In order to enhance and fortify the
    6  competitiveness of Florida rural communities for new businesses
    7  and job creation, the Department of Economic Opportunity is
    8  directed to review best practices and methods and make
    9  recommendations for the establishment of a site readiness
   10  program to assist rural communities in evaluating property in
   11  their jurisdictions, promoting the availability and benefits of
   12  such sites, and other related issues. The department must
   13  identify technical requirements and quality control standards
   14  that would best benefit such a program, and must provide options
   15  for the implementation of such a program. The department must
   16  seek the input of stakeholders and persons, groups, and
   17  organizations that are knowledgeable about rural areas and site
   18  readiness issues. The department must submit a report to the
   19  Legislature by December 1, 2018, of its findings.

   23         Delete line 43
   24  and insert:
   25         on a certain website; requiring the department to
   26         review best practices and methods and make
   27         recommendations to establish a site readiness program
   28         for rural communities; requiring certain information;
   29         requiring the report be completed and submitted by a
   30         certain date; providing an effective date.
