       The Committee on Agriculture (Grimsley) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 68 - 76
    4  and insert:
    5         (d) “Rural area of opportunity” means a rural community, or
    6  a region composed of rural communities, designated by the
    7  Governor, which has been adversely affected by an extraordinary
    8  economic event or, severe or chronic economic distress, or which
    9  faces competitive disadvantages, such as low labor force
   10  participation, low educational attainment levels, high
   11  unemployment, school district grades of “D” or “F” calculated
   12  pursuant to s. 1008.34, high infant mortality rates, and high
   13  diabetes and obesity rates, or which or a natural disaster or
