Section 16.63, Florida Statutes, is created to 7 read: 8 16.63 Medical Reimbursement Program for Victims of Mass 9 Shootings.—The Medical Reimbursement Program for Victims of Mass 10 Shootings is established in the Division of Victim Services of 11 the Department of Legal Affairs to reimburse trauma centers 12 verified or designated pursuant to s. 395.4025 for the medical 13 costs of treating victims for injuries associated with a mass 14 shooting. For purposes of this section, the term “mass shooting” 15 means an incident in which at least four or more people are 16 killed or injured by firearms in one or more locations in close 17 proximity. The Department of Legal Affairs must reimburse a 18 trauma center based on a department-approved fee schedule for 19 the documented medical costs of treating victims for injuries 20 associated with a mass shooting. A trauma center that requests a 21 reimbursement through the program must accept the reimbursement 22 as payment in full and may not bill the victim of a mass 23 shooting or his or her family. 24 Section 15. The sum of $10 million in recurring funds from 25 the General Revenue Fund is appropriated to the Department of 26 Legal Affairs to reimburse verified or designated trauma centers 27 for documented medical costs of treating victims of mass 28 shootings through its Medical Reimbursement Program for Victims 29 of Mass Shootings. 30 Section 16. Each January 1, the Department of Agriculture 31 and Consumer Services shall transfer 10 percent of fees 32 collected for new and renewal concealed weapon or firearm 33 licenses from the Division of Licensing Trust Fund to the 34 Department of Legal Affairs to reimburse verified or designated 35 trauma centers for documented medical costs of treating victims 36 of mass shootings through its Medical Reimbursement Program for 37 Victims of Mass Shootings. 38 Section 17. If the provisions of this act relating to s. 39 395.4025(16), Florida Statutes, are held to be invalid or 40 inoperative for any reason, the remaining provisions of this 41 act, except for the creation by the act of s. 16.63, shall be 42 deemed to be void and of no effect, it being the legislative 43 intent that bill sections 1 through 13 of this act as a whole 44 would not have been adopted. 45 46 ================= T I T L E A M E N D M E N T ================ 47 And the title is amended as follows: 48 Delete line 1188 49 and insert: 50 provisions relating to the study; creating s. 16.63, 51 F.S.; establishing the Medical Reimbursement Program 52 for Victims of Mass Shootings in the Department of 53 Legal Affairs; defining the term “mass shooting”; 54 requiring the department to reimburse verified or 55 designated trauma centers for certain costs associated 56 with treating victims for injuries associated with a 57 mass shooting; requiring a verified or designated 58 trauma center that accepts such reimbursement to 59 accept it as payment in full; providing an 60 appropriation; requiring the Department of Agriculture 61 and Consumer Services to transfer, annually and by a 62 specified date, a percentage of fees collected for new 63 and renewal concealed weapon or firearm licenses from 64 the Division of Licensing Trust Fund to the Department 65 of Legal Affairs to fund the program; providing for
