1 A bill to be entitled
2 An act relating to youthful offenders; creating s.
3 944.805, F.S.; requiring the Department of Corrections
4 to submit a report to the Legislature by a specified
5 date of each year on specified information regarding
6 prisoners in the custody of the department who are of
7 certain years of age; defining the term “state
8 correctional facility”; providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. Section 944.805, Florida Statutes, is created to
13 read:
14 944.805 Youthful offenders; annual report.—
15 (1) For the purpose of providing information to the
16 Legislature on youthful offenders who are 18 to 22 years of age
17 and within the correctional system, the department shall submit
18 a report to the President of the Senate and the Speaker of the
19 House of Representatives by December 31 of each year. The report
20 must provide all of the following information regarding
21 prisoners in the custody of the department who are 18 to 22
22 years of age:
23 (a) The number of prisoners who are in the custody of the
24 department and the security classification at which each of
25 these prisoners is housed.
26 (b) The number of prisoners housed at each state
27 correctional facility.
28 (c) The number, if any, of prisoners who have been moved
29 from one state correctional facility to another in a manner that
30 interrupted the prisoner’s educational, vocational, treatment,
31 or other self-betterment programming.
32 (d) The number of prisoners who have completed educational,
33 vocational, treatment, or any other self-betterment programming
34 and what specific programming was completed by the prisoners.
35 (2) As used in this section, the term “state correctional
36 facility” has the same meaning as defined in s. 944.115(2)(c).
37 Section 2. This act shall take effect October 1, 2018.
