On Page: 000 Amends proviso language by removing the local
matching requirement for fiscally constrained
Spec App: counties for problem-solving court funds. Existing
proviso requires fiscally constrained counties to
provide a 20 percent match.

Following Specific Appropriation , DELETE:
From the funds in Specific Appropriation 3165A, $9,000,000 in recurring
general revenue funds and $900,000 in nonrecurring general revenue funds
are provided for treatment services, drug testing, case management, and
ancillary services for offenders in problem-solving courts, including,
but not limited to, veterans court, post-adjudicatory drug court, adult
and juvenile drug court, mental health court, and early childhood court.
From the nonrecurring funds appropriated, $600,000 shall be expended to
support veterans courts and $300,000 shall be expended to support early
childhood courts. The Trial Court Budget Commission shall determine the
allocation of funds to the circuits. Funds distributed from this
specific appropriation must be matched by local government funds. The
matching ratio for allocation of these funds shall be 40 percent local /
60 percent state funding, other than veterans court, which shall have a
matching ratio of 20 percent local / 80 percent state funding. If the
county meets the definition of a "fiscally constrained county", as
provided in section 218.67, Florida Statutes, the matching ratio for any
problem-solving court shall be 20 percent local / 80 percent state
funding.
