On Page: 271             Provides $100,000 in nonrecurring general revenue 
                         funds for the Office of Program Policy Analysis and 
Spec App: 1968A          Government Accountability (OPPAGA) to contract for a 
                         report that examines Oral Health in the state of 
                         Florida.  Funds are reduced from the State Match for 
                         Federal FEMA Funding.

INSERT:

From the funds in specific appropriation 2672, $100,000 in nonrecurring 
general revenue funds is provided for the Office of Program Policy 
Analysis and Government Accountability (OPPAGA) to contract for a report 
examining oral health in the state of Florida, specifically in regards

to affordability, access, and delivery of dental care. The study must 
examine utilization data and delivery system gaps, including demographic 
and income disparities, develop and evaluate policy proposals to address 
barriers to care, expedience of care delivery, and oral health outcomes 
for high-need and high-risk populations, examine workforce policies 
authorizing or increasing mid-level dental providers such as expanded 
function dental assistants, community dental health coordinators, and 
dental therapists. OPPAGA shall submit a report on the findings and make 
recommendations on improving the affordability, access, and delivery of 
dental care to the Governor, the President of the Senate, and the 
Speaker of the House of Representatives by February 12, 2019.
