Present paragraphs (a) through (d) of subsection 6 (1) of section 1013.31, Florida Statutes, are redesignated as 7 paragraphs (b) through (e), respectively, and a new paragraph 8 (a) is added to that subsection, to read: 9 1013.31 Educational plant survey; localized need 10 assessment; PECO project funding.— 11 (1) At least every 5 years, each board shall arrange for an 12 educational plant survey, to aid in formulating plans for 13 housing the educational program and student population, faculty, 14 administrators, staff, and auxiliary and ancillary services of 15 the district or campus, including consideration of the local 16 comprehensive plan. The Department of Education shall document 17 the need for additional career and adult education programs and 18 the continuation of existing programs before facility 19 construction or renovation related to career or adult education 20 may be included in the educational plant survey of a school 21 district or Florida College System institution that delivers 22 career or adult education programs. Information used by the 23 Department of Education to establish facility needs must 24 include, but need not be limited to, labor market data, needs 25 analysis, and information submitted by the school district or 26 Florida College System institution. 27 (a) Educational plant survey and localized need assessment 28 for capital outlay purposes.—A district may only use funds from 29 the following sources for educational, auxiliary, and ancillary 30 plant capital outlay purposes without needing a survey 31 recommendation: 32 1. The local capital outlay improvement fund, consisting of 33 funds that come from and are a part of the district’s basic 34 operating budget; 35 2. If a board decides to build an educational, auxiliary, 36 or ancillary facility without a survey recommendation and the 37 taxpayers approve a bond referendum, the voted bond referendum; 38 3. One-half cent sales surtax revenue; 39 4. One cent local governmental surtax revenue; 40 5. Impact fees; and 41 6.
