    1         Senate Amendment to Amendment (539088)

    3         Delete line 58
    4  and insert:
    5  or be used for prior approved projects unless the expenditure is
    6  reasonably connected to, or has a rational nexus with, the
    7  increased impact generated by the new residential or commercial
    8  construction.
