2 An act relating to transportation facility
3 designations; providing honorary designations of
4 certain transportation facilities in specified
5 counties; directing the Department of Transportation
6 to erect suitable markers; amending chapter 2017-193,
7 Laws of Florida; providing for “The Hope and Healing
8 Highway” designation, notwithstanding a specified
9 provision; providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. Transportation facility designations; Department
14 of Transportation to erect suitable markers.—
15 (1) That portion of I-595 between S.W. 136th Avenue and
16 S.R. 823/Flamingo Road in Broward County is designated as
17 “Deputy Ryan Seguin Memorial Highway.”
18 (2) That portion of I-75/Alligator Alley between mile
19 marker 24 and mile marker 26 in Broward County is designated as
20 “Trooper Stephen G. Rouse Memorial Highway.”
21 (3) The Minneola interchange on S.R. 91/Florida’s Turnpike
22 at N. Hancock Road in Lake County is designated as “Tera Ross
23 Memorial Interchange.”
24 (4) That portion of U.S. 90/S.R. 10 between Chaires Cross
25 Road and S.R. 59 in Leon County and Jefferson County is
26 designated as “Deputy Christopher Smith Memorial Highway.”
27 (5) The pedestrian bridge over S.R. 436/Semoran Boulevard
28 (75003000) at Abercorn Drive in Orange County is designated as
29 “Elias ‘Rico’ Piccard Memorial Overpass.”
30 (6) Bridge number 105503 on W. Laurel Street over the
31 Hillsborough River in Hillsborough County is designated as
32 “Fortune Taylor Bridge.”
33 (7) That portion of N.E. 18th Street between N.E. 2nd
34 Avenue and N. Bayshore Drive in Miami-Dade County is designated
35 as “Jose Luis Ferreira de Melo Boulevard.”
36 (8) That portion of N.W. 7th Avenue/U.S. 441 between N.W.
37 12th Street and N.W. 58th Street in Miami-Dade County is
38 designated as “Reverend James Jenkins Boulevard.”
39 (9) That portion of N.W. 133rd Avenue between N.W. 11th
40 Street and N.W. 12th Street in Broward County is designated as
41 “Patricia Angella Barrett Lewis and Charlton Pernell Lewis
42 Avenue.”
43 (10) That portion of 5th Street between Euclid Avenue and
44 Lenox Avenue in Miami-Dade County is designated as “Joseph
45 Emmanuel ‘Manno’ Charlemagne Street.”
46 (11) The bridge on Peninsula Corp Drive over I-95 in Palm
47 Beach County is designated as “Richard Jason Randolph Memorial
48 Bridge.”
49 (12) That portion of I-75/S.R. 93 (03175000) between mile
50 marker 110 and the Broward County line in Collier County is
51 designated as “Submarine Veterans Memorial Highway.”
52 (13) That portion of S.R. 4 between Munson Highway and S.R.
53 189 in Santa Rosa and Okaloosa Counties is designated as
54 “Senator Greg Evers Memorial Highway.”
55 (14) That portion of U.S. 90/S.R. 10 between S.R. 285 and
56 N. 9th Street/S.R. 83 N. in Walton County is designated as
57 “Lieutenant Ewart T. Sconiers Highway.”
58 (15) That portion of S.R. 9336/S.W. 344th Street/W. Palm
59 Drive between S.W. 192nd Avenue/Tower Road and S.W. 177th
60 Avenue/S. Krome Avenue in Miami-Dade County is designated as
61 “Steve Mainster Memorial Drive.”
62 (16) Upon completion of construction, the pedestrian bridge
63 over S.R. 390 at Kentucky Avenue and Mowat School Road in Bay
64 County is designated as “Harold Haynes Memorial Pedestrian
65 Bridge.”
66 (17) That portion of S.R. 109/University Boulevard between
67 Clifton Avenue and Fort Caroline Road in Duval County is
68 designated as “Jim Tullis Memorial Boulevard.”
69 (18) That portion of S.R. 46 between International Parkway
70 and S.R. 431/Orange Boulevard in Seminole County is designated
71 as “Dr. R.C. Sproul Way.”
72 (19) That portion of S.R. 190/Valparaiso Parkway between
73 S.R. 85/Government Avenue and S.R. 397/John Sims Parkway in
74 Okaloosa County is designated as “John B. Arnold, Jr., Memorial
75 Highway.”
76 (20) Bridge number 570018 on S.R. 85/Eglin Parkway over
77 Garnier Bayou in Okaloosa County is designated as “Deputies Tony
78 Forgione and Bill Myers Memorial Bridge.”
79 (21) That portion of S.R. 85 between College Boulevard and
80 Colonel Greg Malloy Road in Okaloosa County is designated as
81 “SFC William Kelly Lacey Memorial Highway.”
82 (22) That portion of S.R. 414/Maitland Boulevard between
83 Magnolia Homes Road and S.R. 434/Forest City Road in Seminole
84 County is designated as “Deputy Matt Miller Memorial Boulevard.”
85 (23) That portion of S.R. 464/Maricamp Road between S.E.
86 25th Avenue and S.E. 24th Street in Marion County is designated
87 as “Nelle W. Needham Memorial Highway.”
88 (24) Bridge numbers 150202 and 150203 on S.R. 580/Main
89 Street in Pinellas County are designated as “Gold Star Family
90 Memorial Bridge, dedicated to U.S. Army CPL Frank R. Gross.”
91 (25) That portion of U.S. 17-92 between Wisconsin Avenue
92 and Saxon Boulevard in Volusia County is designated as “Amos
93 Walter Atchley Memorial Highway.”
94 (26) That portion of S.R. 415 between Acorn Lake Road and
95 Reed Ellis Road in Volusia County is designated as “David G.
96 Ledgerwood Memorial Highway.”
97 (27) That portion of E. 9th Avenue between N. 13th Street
98 and N. 14th Street in Hillsborough County is designated as “Nick
99 Capitano Memorial Road.”
100 (28) That portion of C.R. 574/7th Avenue between N. 20th
101 Street and 22nd Street in Hillsborough County is designated as
102 “Gonzmart Memorial Road.”
103 (29) That portion of S.R. 583/56th Street between S.R.
104 574/E. Dr. Martin Luther King, Jr., Boulevard and Harney Road in
105 Hillsborough County is designated as “Pepin Memorial Road.”
106 (30) That portion of Port Avenue between McCloskey

112 (32) That portion of the San Juan Street Extension in
113 Anastasia State Park between Santander Street and Anastasia Park
114 Road in St. Johns County is designated as “Nona and Popa Road.”
115 (33) That portion of U.S. 90 between Main Avenue and Martin
116 Luther King, Jr., Avenue in Jefferson County is designated as
117 “Lance Corporal Clemon ‘Clyde’ Alexander Memorial Drive.”
118 (34) That portion of S.R. 115/Southside Boulevard between
119 Geiger Road and Leahy Road in Duval County is designated as
120 “Benolken Parkway.”
121 (35) That portion of U.S. 90 between the Shoal River Bridge
122 and the Walton County line in Okaloosa County is designated as
123 “Deputies Skip York and Burt Lopez Memorial Highway.”
124 (36) That portion of S.R. 19 between Lane Park Cutoff Road
125 and U.S. 441 in Lake County is designated as “Sheriff Chris
126 Daniels Memorial Highway.”
127 (37) That portion of Hoagland Boulevard between Old Tampa
128 Highway and Pershing Street in Osceola County is designated as
129 “Officer Matthew Baxter and Sergeant Richard Sam Howard, III
130 Boulevard.”
131 (38) That portion of Bruce B. Downs Boulevard between
132 Cypress Preserve Drive and Amberly Drive in Hillsborough County
133 is designated as “Stevie LaDue Giving Hope Highway.”
134 (39) That portion of E. 4th Avenue between 21st Street and
135 25th Street in Miami-Dade County is designated as “John J.
136 Brunetti, Sr., Avenue.”
137 (40) That portion of State Road 371/373/Orange Avenue
138 between State Road 263/Capital Circle Southwest and State Road
139 61/Monroe Street in Leon County is designated as “CK Steele
140 Memorial Highway.”
141 (41) The Department of Transportation is directed to erect
142 suitable markers designating the transportation facilities as
143 described in this section.
144 Section 2. Subsection (35) of section 1 of chapter 2017
145 193, Laws of Florida, is amended to read:
146 Section 1. Transportation facility designations; Department
147 of Transportation to erect suitable markers.—
148 (35) Notwithstanding s. 334.071(3), that portion of U.S. 1
149 between Broward Boulevard and Sunrise Boulevard, in Broward
150 County, is designated as “The Hope and Healing Highway.”
151 Section 3. This act shall take effect July 1, 2018.
