House Comm: RCS . 02/28/2018 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Appropriations (Galvano) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Delete lines 996 - 1024 4 and insert: 5 943.082 School Safety Awareness Program.— 6 (1) In collaboration with the Department of Legal Affairs, 7 the department shall competitively procure a mobile suspicious 8 activity reporting tool that allows students and the community 9 to relay information anonymously concerning unsafe, potentially 10 harmful, dangerous, violent, or criminal activities, or the 11 threat of these activities, to appropriate public safety 12 agencies and school officials. As recommended by students of 13 Marjory Stoneman Douglas, the program shall be named 14 “FortifyFL.” At a minimum, the department must receive reports 15 electronically through the mobile suspicious activity reporting 16 tool that is available on both Android and Apple devices. 17 (2) The reporting tool must notify the reporting party of 18 the following information: 19 (a) That the reporting party may provide his or her report 20 anonymously. 21 (b) That if the reporting party chooses to disclose his or 22 her identity, that information shall be shared with the 23 appropriate law enforcement agency and school officials; 24 however, the law enforcement agency and school officials shall 25 be required to maintain the information as confidential. 26 (3) Information received by the tool must be promptly 27 forwarded to the appropriate law enforcement agency or school 28 official. 29 (4) Law enforcement dispatch centers, school districts, 30 schools, and other entities identified by the department shall 31 be made aware of the mobile suspicious activity reporting tool. 32 (5) The department, in collaboration with the Division of 33 Victims Services within the Office of Attorney General and the 34 Office of Safe Schools within the Department of Education, shall 35 develop and provide a comprehensive training and awareness 36 program on the use of the mobile suspicious activity reporting 37 tool. 38 39 ================= T I T L E A M E N D M E N T ================ 40 And the title is amended as follows: 41 Delete lines 93 - 101 42 and insert: 43 requiring the Department of Law Enforcement, in 44 collaboration with the Department of Legal Affairs, to 45 competitively procure a mobile suspicious activity 46 tool with certain features; requiring the department 47 to receive certain electronic reports; requiring the 48 reporting tool to notify the reporting part of certain 49 information; requiring the forwarding of certain 50 information to appropriate law enforcement agencies; 51 requiring certain entities be made aware of the 52 reporting tool; requiring the department, in 53 collaboration with certain entities, to develop and 54 provide certain training and awareness relating to the 55 reporting tool; creating
