       The Committee on Appropriations (Bean) recommended the
       following:
       
    1         Senate Amendment to Amendment (240726) (with title
    2  amendment)

    4         Between lines 3137 and 3138
    5  insert:
    6         Section 38. Subsection (11) of section 1012.98, Florida
    7  Statutes, is amended to read:
    8         1012.98 School Community Professional Development Act.—
    9         (11) The department shall disseminate to the school
   10  community proven model professional development programs that
   11  have demonstrated success in increasing rigorous and relevant
   12  content, increasing student achievement and engagement, meeting
   13  identified student needs, and providing effective mentorship
   14  activities to new teachers and training to teacher mentors. The
   15  methods of dissemination must include a web-based statewide
   16  performance-support system including a database of exemplary
   17  professional development activities, a listing of available
   18  professional development resources, training programs, and
   19  available technical assistance. Professional development
   20  resources must include sample course-at-a-glance and unit
   21  overview templates that school districts may use when developing
   22  curriculum. The templates must provide an organized structure
   23  for addressing the Florida Standards, grade-level expectations,
   24  evidence outcomes, and 21st century skills that build students’
   25  mastery of the standards at each grade level. Each template must
   26  support teaching to greater intellectual depth and emphasize
   27  transfer and application of concepts, content, and skills. At a
   28  minimum, each template must:
   29         (a) Provide course or year-long sequencing of concept-based
   30  unit overviews based on the Florida Standards.
   31         (b) Describe the knowledge and vocabulary necessary for
   32  comprehension.
   33         (c) Promote the instructional shifts required within the
   34  Florida Standards.
   35         (d) Illustrate the interdependence of grade level
   36  expectations within and across content areas within a grade.
