House Comm: WD . 01/10/2018 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Transportation (Rouson) recommended the following: 1 Senate Amendment (with directory and title amendments) 2 3 Between lines 38 and 39 4 insert: 5 (7) When a law enforcement officer issues a citation for a 6 violation of this section, the law enforcement officer must 7 record the race and ethnicity of the violator. All law 8 enforcement agencies must maintain such information and forward 9 the information to the department in a form and manner 10 determined by the department. Annually, beginning February 1, 11 2019, the department shall report the data to the Governor, the 12 President of the Senate, and the Speaker of the House of 13 Representatives. The report must show separate statewide totals 14 for the state’s county sheriffs and municipal law enforcement 15 agencies, state law enforcement agencies, and state university 16 law enforcement agencies. The department shall collect this 17 information by jurisdiction. 18 19 ====== D I R E C T O R Y C L A U S E A M E N D M E N T ====== 20 And the directory clause is amended as follows: 21 Delete line 21 22 and insert: 23 subsections (6) and (7) are added to that section, to read: 24 25 ================= T I T L E A M E N D M E N T ================ 26 And the title is amended as follows: 27 Between lines 14 and 15 28 insert: 29 requiring a law enforcement officer to record the race 30 and ethnicity of the violator when a law enforcement 31 officer issues a citation for a violation of this 32 section; requiring law enforcement agencies to 33 maintain such information and forward the information 34 to the Department of Highway Safety and Motor Vehicles 35 in a form and manner determined by the department; 36 requiring the department to report the data to the 37 Governor and Legislature annually, beginning on a 38 specified date; providing requirements for the report; 39 requiring the department to collect the information by 40 jurisdiction;
