House Comm: RCS . 01/23/2018 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— Appropriations Subcommittee on Transportation, Tourism, and Economic Development (Thurston) recommended the following: 1 Senate Amendment (with directory and title amendments) 2 3 4 Between lines 38 and 39 5 insert: 6 (7) When a law enforcement officer issues a citation for a 7 violation of this section, the law enforcement officer must 8 record the race and ethnicity of the violator. All law 9 enforcement agencies must maintain such information and report 10 the information to the department in a form and manner 11 determined by the department. Beginning February 1, 2019, the 12 department shall annually report the data collected under this 13 subsection to the Governor, the President of the Senate, and the 14 Speaker of the House of Representatives. The data collected must 15 be reported at least by statewide totals for local law 16 enforcement agencies, state law enforcement agencies, and state 17 university law enforcement agencies. The statewide total for 18 local law enforcement agencies shall combine the data for the 19 county sheriffs and the municipal law enforcement agencies. 20 21 ====== D I R E C T O R Y C L A U S E A M E N D M E N T ====== 22 And the directory clause is amended as follows: 23 Delete line 21 24 and insert: 25 subsections (6) and (7) are added to that section, to read: 26 27 ================= T I T L E A M E N D M E N T ================ 28 And the title is amended as follows: 29 Between lines 14 and 15 30 insert: 31 requiring a law enforcement officer to record the race 32 and ethnicity of a violator when issuing a citation 33 for a violation of this section; requiring all law 34 enforcement agencies to maintain such information and 35 forward the information to the Department of Highway 36 Safety and Motor Vehicles in a form and manner 37 determined by the department; beginning on a specified 38 date, requiring the department to annually report the 39 data to the Governor and Legislature; providing 40 requirements for the report;
