Florida Senate - 2019 SB 1028 By Senator Hutson 7-00621-19 20191028__ 1 A bill to be entitled 2 An act relating to school funding; amending s. 3 1002.33, F.S.; requiring that district school boards 4 receive certain funds approved by voter referendum; 5 creating s. 1011.6203, F.S.; conforming provisions to 6 changes made by the act; reenacting s. 1002.333(9)(a), 7 F.S., relating to persistently low-performing schools, 8 to incorporate the amendment made to s. 1002.33, F.S., 9 in a reference thereto; providing an effective date. 10 11 Be It Enacted by the Legislature of the State of Florida: 12 13 Section 1. Present paragraphs (c) through (h) of subsection 14 (17) of section 1002.33, Florida Statutes, are redesignated as 15 paragraphs (d) through (i), and a new paragraph (c) is added to 16 that subsection, to read: 17 1002.33 Charter schools.— 18 (17) FUNDING.—Students enrolled in a charter school, 19 regardless of the sponsorship, shall be funded as if they are in 20 a basic program or a special program, the same as students 21 enrolled in other public schools in the school district. Funding 22 for a charter lab school shall be as provided in s. 1002.32. 23 (c) District school boards shall receive a proportional 24 share, based on student enrollment, of local funding approved by 25 voter referendum, including referenda authorized by s. 1011.71, 26 for all funds that are not otherwise provided in the Florida 27 Education Finance Program under s. 1011.62 or the General 28 Appropriations Act. 29 Section 2. Section 1011.6203, Florida Statutes, is created 30 to read: 31 1011.6203 Local funding approved by voter referendum. 32 District school boards shall receive a proportional share, based 33 on student enrollment, of local funding approved by voter 34 referendum, including referenda authorized by s. 1011.71, for 35 all funds that are not otherwise provided in the Florida 36 Education Finance Program under s. 1011.62 or the General 37 Appropriations Act. 38 Section 3. For the purpose of incorporating the amendment 39 made by this act to section 1002.33, Florida Statutes, in a 40 reference thereto, paragraph (a) of subsection (9) of section 41 1002.333, Florida Statutes, is reenacted to read: 42 1002.333 Persistently low-performing schools.— 43 (9) FUNDING.— 44 (a) Schools of hope shall be funded in accordance with s. 45 1002.33(17). 46 Section 4. This act shall take effect July 1, 2019.
