recommended the following:

5 (19) PROTECT WILD DOLPHINS LICENSE PLATES.—
6 (a) The department shall develop a Protect Wild Dolphins
7 license plate as provided in this section. The word “Florida”
8 must appear at the top of the plate, and the words “Protect Wild
9 Dolphins” may appear at the bottom of the plate.
10 (b) The annual use fees shall be distributed to, and
11 administered by, the One Ocean One Health Research and
12 Conservation Institute the Harbor Branch Oceanographic
13 Institution, Inc., to fund wild dolphins related research. The
14 One Ocean One Health Research and Conservation Institute Harbor
15 Branch Oceanographic Institution, Inc., shall distribute
16 available resources for statewide research on of the wild
17 Florida bottlenose Dolphin dolphins. Up to 10 15 percent of the
18 funds received by the One Ocean One Health Research and
19 Conservation Institute Harbor Branch Oceanographic Institution,
20 Inc., may be expended for administrative costs directly
21 associated with the management of specialty license plate funds
22 and operations of the institute institution. Up to 10 percent of
23 the funds distributed may be used by the One Ocean One Health
24 Research and Conservation Institute Harbor Branch Oceanographic
25 Institution, Inc., for continuing promotion and marketing of the
26 license plate. The One Ocean One Health Research and
27 Conservation Institute shall distribute a minimum of 35 percent
28 of the funds to organizations in this state which are authorized
29 to respond to marine mammal events and to conduct population
30 studies of Florida dolphins. The remainder of the funds must be
31 used by the One Ocean One Health Research and Conservation
32 Institute to collect, analyze, and archive scientific data
33 regarding the wild dolphin population in Florida waters; provide
34 care and assistance to stranded wild dolphins; distribute
35 information to the scientific community, federal, state, and
36 local government agencies, educational institutions, and the
37 public for the purpose of protecting and preserving wild
38 dolphins; individually identify wild dolphins through a
39 photographic identification program; and advance the research
40 technology associated with tracking and categorizing wild
41 dolphins including support for the Gulf of Mexico Dolphin
42 Identification System.
43 (c) The Auditor General may examine any records of the One
44 Ocean One Health Research and Conservation Institute Harbor
45 Branch Oceanographic Institution, Inc., and any other
46 organization that receives funds from the sale of this plate, to
47 determine compliance with law.
48 (31) AMERICAN RED CROSS LICENSE PLATES.—
49 (a) Notwithstanding the provisions of s. 320.08053, the
50 department shall develop an American Red Cross license plate as
51 provided in this section. The word “Florida” must appear at the
52 top of the plate, and the words “American Red Cross” must appear
53 at the bottom of the plate.
54 (b) The department shall retain all revenues from the sale
55 of such plates until all startup costs for developing and
56 issuing the plates have been recovered. Thereafter, 50 percent
57 of the annual use fees shall be distributed to the American Red
58 Cross Chapter of Central Florida, with statistics on sales of
59 license plates, which are tabulated by county. The American Red
60 Cross Chapter of Central Florida must distribute to each of the
61 chapters in this state the moneys received from sales in the
62 counties covered by the respective chapters, which moneys must
63 be used for education and disaster relief in Florida. Fifty
64 percent of the annual use fees shall be distributed
65 proportionately to the three statewide approved poison control
66 centers for purposes of combating bioterrorism and other poison
67 related purposes.
68 (33)(34) PROTECT FLORIDA WHALES LICENSE PLATES.—
69 (a) The department shall develop a Protect Florida Whales
70 license plate as provided in this section. The word “Florida”
71 shall appear at the top of the plate, and the words “Protect
72 Florida Whales” shall appear at the bottom of the plate.
73 (b) The annual use fees shall be distributed to the One
74 Ocean One Health Research and Conservation Institute Harbor
75 Branch Oceanographic Institution, Inc., to fund statewide whale
76 research, rehabilitation, conservation, and education programs.
77 Up to 10 15 percent of the funds received by the institute
78 institution may be used for administrative costs directly
79 associated with the Harbor Branch Oceanographic Institution’s
80 Marine Mammal Research and Conservation program and operation of
81 the institute and the management of this specialty license plate
82 funds funding. Up to 10 percent of the funds may be used for
83 continuing promotion and marketing of the license plate. The One
84 Ocean One Health Research and Conservation Institute shall
85 distribute 35 percent of the funds to organizations in this
86 state which are authorized to respond to marine mammal stranding
87 events and conduct population and acoustic studies of Florida’s
88 critically endangered North Atlantic Right whales. Ten percent
89 of the funds shall be distributed to the Wyland Foundation,
90 Inc., and used specifically to conduct educational programs in
91 this state which promote conservation of Florida marine mammals.
92 The remainder of the funds shall be used by the One Ocean One
93 Health Research and Conservation Institute to collect, analyze,
94 and archive scientific data regarding whale populations that
95 inhabit, utilize, or migrate in state waters; provide care and
96 assistance to stranded whales; construct and maintain a Harbor
97 Branch-based teaching marine mammal hospital; train veterinary
98 students in the rescue, medical and rehabilitation treatment,
99 and release and postrelease monitoring of stranded whales;
100 distribute information for the purpose of protecting and
101 preserving whales; identify whale populations; conduct
102 scientific research through genetic, telemetry, bioacoustical,
103 and photographic identification research programs; advance the
104 research technology associated with tracking, monitoring, and
105 categorizing whales; develop methods of monitoring whale
106 movements; or and provide for methods of early-warning detection
107 systems and advance notification that will help prevent
108 accidental boat strikes in state waters.
