    2         An act relating to postsecondary fee waivers; amending
    3         s. 1009.26, F.S.; authorizing certain Florida College
    4         System institutions serving counties directly impacted
    5         by a hurricane to waive out-of-state fees for students
    6         for a specified time period; providing reporting
    7         requirements; providing an effective date.

    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. Subsection (16) is added to section 1009.26,
   12  Florida Statutes, to read:
   13         1009.26 Fee waivers.—
   14         (16) A Florida College System institution that serves
   15  counties directly impacted by a hurricane, and whose enrollment
   16  decreases by more than 10 percent as a result of such impacts,
   17  is authorized to waive out-of-state fees for a period of 3 years
   18  after the hurricane first made landfall for the purpose of
   19  recruiting students.
   20         (a) A student who qualifies for the waiver under this
   21  subsection is eligible to receive the waiver for up to 110
   22  percent of the number of required credit hours of the degree or
   23  certificate program for which the student is enrolled. However,
   24  he or she may not disenroll from the institution for two or more
   25  consecutive semesters.
   26         (b) Each Florida College institution shall report to the
   27  State Board of Education the number and value of all fee waivers
   28  granted annually under this subsection.
   29         Section 2. This act shall take effect July 1, 2019.
