ENROLLED 2019 Legislature CS for SB 1306 20191306er 1 2 An act relating to the Women’s Suffrage Centennial 3 Commission; creating s. 267.0618, F.S.; creating the 4 commission adjunct to the Department of State; 5 providing for the purpose of the commission; 6 specifying the composition of the commission and 7 requirements of commission members; prescribing duties 8 of the commission in order to ensure a suitable 9 statewide observance of the centennial of women’s 10 suffrage; authorizing establishment of a youth working 11 group; requiring the Division of Historical Resources 12 of the department to provide administrative and staff 13 support; providing for expiration; providing an 14 effective date. 15 16 Be It Enacted by the Legislature of the State of Florida: 17 18 Section 1. Section 267.0618, Florida Statutes, is created 19 to read: 20 267.0618 The Women’s Suffrage Centennial Commission.— 21 (1) The Women’s Suffrage Centennial Commission, a 22 commission as defined in s. 20.03(10), is created adjunct to the 23 Department of State for the express purpose of ensuring a 24 suitable statewide observance of the centennial of women’s 25 suffrage in 2020. Except as otherwise provided in this section, 26 the commission shall operate in a manner consistent with s. 27 20.052. 28 (2) The commission is composed of the following members: 29 (a) The chair of the commission, appointed by the Governor. 30 (b) The Secretary of State, or his or her designee. 31 (c) The director of the Division of Historical Resources of 32 the Department of State. 33 (d) Two members of the Senate, appointed by the President 34 of the Senate. 35 (e) Two members of the House of Representatives, appointed 36 by the Speaker of the House of Representatives. 37 (f) A women’s history scholar from a postsecondary 38 educational institution in this state, appointed by the 39 Governor. 40 (g) A member of the Florida Historical Commission, 41 appointed by the Governor. 42 (h) Four members of the Florida Commission on the Status of 43 Women, appointed by the Governor. 44 (i) A member of the Florida Women’s Hall of Fame, appointed 45 by the Governor. 46 (j) A representative of the League of Women Voters of 47 Florida, appointed by the Governor. 48 (k) A historian, appointed by the Governor. 49 (l) A representative of the National Council of Negro 50 Women, appointed by the Governor. 51 (m) Two citizen members, appointed by the Governor. 52 (3) Appointed members of the commission shall serve at the 53 pleasure of the appointing authority and any vacancies shall be 54 filled in the same manner as the initial appointment. The 55 commission may meet as often as it deems necessary to fulfill 56 the duties prescribed in this section. 57 (4) In ensuring a suitable statewide observance of the 58 centennial of the passage and ratification of the Nineteenth 59 Amendment to the United States Constitution, the commission has 60 the following duties: 61 (a) Advise on the development of programs and activities 62 appropriate to commemorate the centennial of women’s suffrage, 63 and encourage the development of such programs and activities to 64 ensure that the commemoration results in a positive legacy and 65 has long-term benefits. 66 (b) Facilitate the observance of women’s suffrage-related 67 activities throughout the state. 68 (c) Encourage civic, historical, educational, economic, and 69 other organizations throughout the state to organize and 70 participate in activities to expand the understanding and 71 appreciation of women’s suffrage while also recognizing the 72 racial disparities that interfered with the exercise of the 73 right to vote by women of color upon the enfranchisement of 74 women. 75 (d) Coordinate and facilitate the public distribution of 76 scholarly research, publication, and interpretation of women’s 77 suffrage. 78 (e) Coordinate with the Department of Education regarding 79 the manner in which the centennial of women’s suffrage will be 80 commemorated in the state’s public secondary schools. 81 (f) Assist the Department of State in developing a 82 statewide public awareness campaign on the centennial of women’s 83 suffrage through such means as, but not limited to, public 84 service announcements, outdoor advertising, and a website. 85 (g) Encourage local organizations and nonprofit 86 organizations to further the commemoration of the centennial of 87 women’s suffrage. 88 (5) The commission may establish a youth working group to 89 advise and provide recommendations to the commission in 90 fulfilling its duties and responsibilities. Members of the youth 91 working group shall serve on a volunteer basis and must be 92 residents of this state between 15 and 30 years of age who 93 identify as women and demonstrate an interest in history. The 94 chair of the commission shall appoint members of the working 95 group upon review of applications. 96 (6) The Division of Historical Resources of the Department 97 of State shall provide administrative and staff support for the 98 commission. 99 (7) This section expires December 31, 2020. 100 Section 2. This act shall take effect July 1, 2019.
