       The Committee on Community Affairs (Farmer) recommended the
       following:
       
    1         Senate Amendment to Amendment (694068) (with title
    2  amendment)
    3  
    4         Delete lines 75 - 93
    5  and insert:
    6         (1) A local government may not enforce an ordinance or
    7  regulation governing the pruning or trimming of specimen,
    8  heritage, or patriarch trees, as defined by local ordinances or
    9  regulations, or the pruning, trimming, or removal of other trees
   10  on residential property which requires a permit, an application,
   11  the provision of notice, a fee, or a fine from March 1 through
   12  June 1 of the calendar year if the property owner has obtained
   13  documentation from an arborist certified by the International
   14  Society of Arboriculture or a Florida licensed landscape
   15  architect that the tree is a danger to persons or property and
   16  the tree is not a listed endangered species.
   17         (2) A local government may enforce ordinances or
   18  regulations pertaining to the replanting of trees that have been
   19  removed in accordance with this section.
   20         (3) This section does not apply to the exercise of
   21  specifically delegated authority for mangrove protection
   22  pursuant to ss. 403.9321-403.9333.
