       The Committee on Finance and Tax (Gruters) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 46 - 48
    4  and insert:
    5         (e)1. Except as provided in subparagraph 2., collection of
    6  the impact fee may not be required to occur earlier than the
    7  date of issuance of the building permit for the property that is
    8  subject to the fee.
    9         2. In a county that has a countywide plan for land use or a
   10  countywide environmental authority and in which at least 90
   11  percent of the population resides in incorporated municipalities
   12  or a county as defined in s. 125.011(1), collection of the
   13  impact fee may not be required to occur earlier than 2 calendar
   14  days before the issuance of the building permit for the property
   15  that is subject to the fee.
