       The Committee on Appropriations (Simmons) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 19 - 24
    4  and insert:
    5         or release shall be made upon petition of the owner of the
    6  parcel of land with a statement of reasons justifying such sale
    7  or release.
    8         (3) The right of entry in respect to any interest in
    9  phosphate, minerals, and metals or any interest in petroleum
   10  heretofore or hereafter reserved in favor of the Board of
