The Committee on Appropriations (Stewart) recommended the
following:
1 Senate Amendment

3 Delete lines 1768 - 1861
4 and insert:
5 is composed of 21 27 members, consisting of the following
6 members:
7 (a) One architect licensed pursuant to chapter 481 with at
8 least 5 years of experience in the design and construction of
9 buildings containing Florida Building Code designated Group R
10 occupancy at or above 210 feet in height above the elevation of
11 the lowest level of emergency services access registered to
12 practice in this state and actively engaged in the profession.
13 The American Institute of Architects, Florida Section, is
14 encouraged to recommend a list of candidates for consideration.
15 (b) One structural engineer registered to practice in this
16 state and actively engaged in the profession. The Florida
17 Engineering Society is encouraged to recommend a list of
18 candidates for consideration.
19 (c) One air-conditioning or mechanical contractor certified
20 to do business in this state and actively engaged in the
21 profession. The Florida Air Conditioning Contractors
22 Association, the Florida Refrigeration and Air Conditioning
23 Contractors Association, and the Mechanical Contractors
24 Association of Florida are encouraged to recommend a list of
25 candidates for consideration.
26 (d) One electrical contractor certified to do business in
27 this state and actively engaged in the profession. The Florida
28 Association of Electrical Contractors and the National
29 Electrical Contractors Association, Florida Chapter, are
30 encouraged to recommend a list of candidates for consideration.
31 (e) One member from fire protection engineering or
32 technology who is actively engaged in the profession. The
33 Florida Chapter of the Society of Fire Protection Engineers and
34 the Florida Fire Marshals and Inspectors Association are
35 encouraged to recommend a list of candidates for consideration.
36 (e)(f) One certified general contractor or one certified
37 building contractor certified to do business in this state and
38 actively engaged in the profession. The Associated Builders and
39 Contractors of Florida, the Florida Associated General
40 Contractors Council, the Florida Home Builders Association, and
41 the Union Contractors Association are encouraged to recommend a
42 list of candidates for consideration.
43 (f)(g) One plumbing contractor licensed to do business in
44 this state and actively engaged in the profession. The Florida
45 Association of Plumbing, Heating, and Cooling Contractors is
46 encouraged to recommend a list of candidates for consideration.
47 (g)(h) One roofing or sheet metal contractor certified to
48 do business in this state and actively engaged in the
49 profession. The Florida Roofing, Sheet Metal, and Air
50 Conditioning Contractors Association and the Sheet Metal and Air
51 Conditioning Contractors’ National Association are encouraged to
52 recommend a list of candidates for consideration.
53 (h)(i) One certified residential contractor licensed to do
54 business in this state and actively engaged in the profession.
55 The Florida Home Builders Association is encouraged to recommend
56 a list of candidates for consideration.
57 (i)(j) Three members who are municipal, county, or district
58 codes enforcement officials, one of whom is also a fire
59 official. The Building Officials Association of Florida and the
60 Florida Fire Marshals and Inspectors Association are encouraged
61 to recommend a list of candidates for consideration.
62 (j) The State Fire Marshal or his or her designee who has
63 expertise in fire suppression.
64 (k) One member who represents the Department of Financial
65 Services.
66 (l) One member who is a county codes enforcement official.
67 The Building Officials Association of Florida is encouraged to
68 recommend a list of candidates for consideration.
69 (k)(m) One member of a Florida-based organization of
70 persons with disabilities or a nationally chartered organization
71 of persons with disabilities with chapters in this state which
72 complies with or is certified to be compliant with the
73 requirements of the Americans with Disability Act of 1990, as
74 amended.
75 (l)(n) One member of the manufactured buildings industry
76 who is licensed to do business in this state and is actively
77 engaged in the industry. The Florida Manufactured Housing
78 Association is encouraged to recommend a list of candidates for
79 consideration.
80 (o) One mechanical or electrical engineer registered to
81 practice in this state and actively engaged in the profession.
82 The Florida Engineering Society is encouraged to recommend a
83 list of candidates for consideration.
84 (p) One member who is a representative of a municipality or
85 a charter county. The Florida League of Cities and the Florida
86 Association of Counties are encouraged to recommend a list of
87 candidates for consideration.
88 (p)(q) One member of the building products manufacturing
89 industry who is authorized to do business in this state and is
90 actively engaged in the industry. The Florida Building Material
91 Association, the Florida Concrete and Products Association, and
92 the Fenestration Manufacturers Association are encouraged to
93 recommend a list of candidates for consideration.
94 (q)(r) One member who is a representative of the building
95 owners and managers industry who is actively engaged in
96 commercial building ownership or management. The Building Owners
97 and Managers Association is encouraged to recommend a list of
98 candidates for consideration.
