Florida Senate - 2019 SB 1644 By Senator Powell 30-01963A-19 20191644__ 1 A bill to be entitled 2 An act relating to instructional personnel and 3 educational support employee salaries; creating ss. 4 1012.053 and 1012.054, F.S.; providing short titles; 5 requiring the Legislature to fund the Florida 6 Education Finance Program at a level that ensures that 7 instructional personnel and educational support 8 employees earn a living wage; providing for specified 9 percentage increases to the base salaries of 10 instructional personnel and educational support 11 employees for certain years; providing an effective 12 date. 13 14 Be It Enacted by the Legislature of the State of Florida: 15 16 Section 1. Section 1012.053, Florida Statutes, is created 17 to read: 18 1012.053 Instructional personnel salaries.— 19 (1) This section may be cited as the “Florida Instructional 20 Personnel Fair Pay Act.” 21 (2) In order to attract and retain instructional personnel, 22 the Legislature shall fund the Florida Education Finance Program 23 at a level that ensures that the collectively bargained salary 24 schedules for instructional personnel are sufficient to 25 guarantee a living wage while maintaining adequate funding for 26 all other education program areas and personnel. 27 (3) Effective July 1, 2020, each instructional personnel, 28 as defined in s. 1012.01(2), is provided a 5 percent increase on 29 his or her June 30, 2019, base salary. 30 (4) Effective July 1, 2021, each instructional personnel, 31 as defined in s. 1012.01(2), is provided a 4 percent increase on 32 his or her June 30, 2020, base salary. 33 (5) Effective July 1, 2022, each instructional personnel, 34 as defined in s. 1012.01(2), is provided a 4 percent increase on 35 his or her June 30, 2021, base salary. 36 Section 2. Section 1012.054, Florida Statutes, is created 37 to read: 38 1012.054 Educational support employees’ salaries.— 39 (1) This section may be cited as the “Florida Educational 40 Support Employees Fair Pay Act.” 41 (2) In order to attract and retain educational support 42 employees, the Legislature shall fund the Florida Education 43 Finance Program at a level that ensures that the collectively 44 bargained salary schedules for educational support employees are 45 sufficient to guarantee a living wage while maintaining adequate 46 funding for all other education program areas and personnel. 47 (3) Effective July 1, 2020, each educational support 48 employee, as defined in s. 1012.01(6), is provided a 5 percent 49 increase on his or her June 30, 2019, base salary. 50 (4) Effective July 1, 2021, each educational support 51 employee, as defined in s. 1012.01(6), is provided a 4 percent 52 increase on his or her June 30, 2020, base salary. 53 (5) Effective July 1, 2022, each educational support 54 employee, as defined in s. 1012.01(6), is provided a 4 percent 55 increase on his or her June 30, 2021, base salary. 56 Section 3. This act shall take effect July 1, 2019.
