Florida Senate - 2019 SB 1674 By Senator Diaz 36-01258-19 20191674__ 1 A bill to be entitled 2 An act relating to registration data; amending ss. 3 320.03 and 328.73, F.S.; requiring that the Department 4 of Highway Safety and Motor Vehicles provide tax 5 collectors and their agents with real-time access to 6 data that other third parties receive from the 7 department related to registration of vehicles, mobile 8 homes, and vessels; providing an effective date. 9 10 Be It Enacted by the Legislature of the State of Florida: 11 12 Section 1. Paragraph (b) of subsection (4) of section 13 320.03, Florida Statutes, is amended to read: 14 320.03 Registration; duties of tax collectors; 15 International Registration Plan.— 16 (4)(b) The Florida Real Time Vehicle Information System 17 shall be installed in every tax collector’s and license tag 18 agent’s office in accordance with a schedule established by the 19 department in consultation with the tax collectors and 20 contingent upon funds being made available for the system by the 21 state. For the purpose of enhancing customer services provided 22 by tax collectors acting on behalf of the department, the 23 department shall provide tax collectors and their agents with 24 real-time access to data that other third parties receive from 25 the department related to vehicle and mobile home registration 26 certificates, registration license plates, and validation 27 stickers, including, but not limited to, the most current 28 address information and email addresses of applicants. 29 Section 2. Subsection (1) of section 328.73, Florida 30 Statutes, is amended to read: 31 328.73 Registration; duties of tax collectors.— 32 (1) The tax collectors in the counties of the state, as 33 authorized agents of the department, shall issue registration 34 certificates and vessel numbers and decals to applicants, 35 subject to the requirements of law and in accordance with rules 36 of the department. For the purpose of enhancing customer 37 services provided by tax collectors acting on behalf of the 38 department, the department shall provide tax collectors and 39 their agents with real-time access to data that other third 40 parties receive from the department related to registration 41 certificates and vessel numbers and decals, including, but not 42 limited to, the most current address information and email 43 addresses of applicants. 44 Section 3. This act shall take effect July 1, 2019.
