       The Committee on Environment and Natural Resources (Bracy)
       recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 60 - 71
    4  and insert:
    5         (4) Except for permits approving water quality projects
    6  that are part of a local government capital improvement, any
    7  permit for development projects on wetlands related to the
    8  Little Wekiva River headwaters and the Wekiva River System may
    9  not be approved or issued, and permitted development projects on
   10  wetlands related to the Little Wekiva River headwaters and the
   11  Wekiva River System for which construction has not begun may not
   12  begin, until the council makes a determination pursuant to
   13  subsection (3).
   14         (5) Based on their findings, the district must develop a
   15  plan to purchase and restore wetlands related to the Little
   16  Wekiva River headwaters and the Wekiva River System and must
   17  submit the plan to the Governor, the President of the Senate,
   18  and the Speaker of the House of Representatives before January
   19  1,
