       The Committee on Community Affairs (Gruters) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Between lines 120 and 121
    4  insert:
    5         (3) This section does not affect an ordinance, resolution,
    6  or regulation enacted on or before January 1, 2019, by a charter
    7  county with a population exceeding 1.3 million according to the
    8  most recent decennial census which relates to the towing,
    9  immobilization, removal, or storage of vehicles or vessels,
   10  including any amendment or revision made to such ordinance,
   11  resolution, or regulation after July 1, 2019.
