The Committee on Appropriations (Gibson) recommended the following
amendment:
Section: 03 EXPLANATION:
On Page: 053 Inserts proviso to specify $16,401,000 in
nonrecurring funds from the Grants and Donations
Spec App: 203 Trust Fund and $26,199,000 in nonrecurring funds
from the Medical Care Trust Fund are provided for
implementing cost based reimbursement for inpatient
and outpatient services to statutory teaching
hospitals designated as a Level 1 trauma center and
whose commercial charity ratio exceeds 50 percent
(Senate Form 1839).

Hospital Inpatient Services IOEE
At the end of existing proviso language, following Specific
Appropriation 203, INSERT:
From the funds in Specific Appropriations 203, 207, and 211, $16,401,000
in nonrecurring funds from the Grants and Donations Trust Fund and
$26,199,000 in nonrecurring funds from the Medical Care Trust Fund are
provided to implement cost based reimbursement computed as multipliers
of 1.2817 for inpatient services and 1.4139 for outpatient services for
statutory teaching hospitals as defined in s. 408.07(44), Florida
Statutes, designated as a Level I trauma center and whose commercial to
charity ratio exceeds 50 percent. These funds shall be placed in reserve
subject to the federal approval of a state plan amendment and federal
approval of a Section 438.6(c) directed payment of a minimum fee

schedule calculated as a supplemental per member per month payment. Upon
federal approval, the Agency for Health Care Administration may submit a
budget amendment or budget amendments requesting release of the funds
placed in reserve pursuant to chapter 216, Florida Statutes. In addition
to the proposed amendment, the agency shall submit a proposed
distribution model by entity and a proposed listing of entities
contributing Intergovernmental Transfers to support the state match.
Payments to providers under this section of proviso are contingent upon
the nonfederal share being provided through intergovernmental transfers
in the Grants and Donations Trust Fund. In the event the funds are not
available in the Grants and Donations Trust Fund, the State of Florida
is not obligated to make payments under this section of proviso (Senate
Form 1839).
