DELETE the proviso immediately following Specific Appropriation 3201A:

From  the  funds  in  Specific  Appropriation  3201A,  $200,000  of  the
nonrecurring  funds  from  the  General Revenue Fund is provided for the
Florida  African  American  Heritage  Preservation  Network (Senate Form
1852).

AND INSERT:

The nonrecurring funds in Specific Appropriation 3201A are provided to 
the Florida African American Heritage Preservation Network (Senate Form 
1852) (FAAHPN). The funds shall be used as follows: (a) seventy percent 
for grants to affiliate organizations for technology and equipment 
acquisitions, content and exhibit development, preservation of documents 
and artifacts, or other eligible expenses as determined by the FAAHPN; 
(b) fifteen percent for activities that serve affiliates, including, but 
not limited to, informational and technical assistance, professional 
development, marketing and promotions, regional or statewide

conferences, or other activities that benefit the FAAHPN or its 
affiliates; and (c) fifteen percent for administrative costs. The FAAHPN 
shall submit an annual report of expenditures, including grant funds 
disbursed, to the Department of State in a format approved by the 
department. No affiliate organization may be awarded more than five 
percent of the total amount of grants awarded pursuant to this 
appropriation.
