In order to implement Specific Appropriations 6 203, 207, 208, 210, 212, and 221 of the 2019-2020 General 7 Appropriations Act: 8 (1) By January 10, 2020, the Agency for Health Care 9 Administration, in consultation with the Department of Children 10 and Families, the Florida Hospital Association, the Safety Net 11 Hospital Alliance of Florida, the Florida Health Care 12 Association, and LeadingAge Florida, shall submit a report to 13 the Governor, the President of the Senate, and the Speaker of 14 the House of Representatives regarding the impact of the waiver 15 of Medicaid retroactive eligibility on beneficiaries and 16 providers. The report must include, but is not limited to: 17 (a) The total unduplicated number of nonpregnant adults who 18 applied for Medicaid at a hospital site from February 1, 2019, 19 through December 6, 2019; and, of those applicants, the number 20 whose Medicaid applications were approved, the number whose 21 Medicaid applications were denied, and the reasons for denial 22 ranked by frequency. 23 (b) The total unduplicated number of nonpregnant adults who 24 applied for Medicaid at a nursing home site from February 1, 25 2019, through December 6, 2019; and, of those applicants, the 26 number whose Medicaid applications were approved, the number 27 whose Medicaid applications were denied, and the reasons for 28 denial ranked by frequency. 29 (c) The estimated impact of medical debt on people for whom 30 a Medicaid application was not submitted in the same month when 31 the individual became an inpatient of a hospital or a resident 32 of a nursing home. 33 (d) Recommendations to improve outreach and Medicaid 34 coverage for nonpregnant adults who would be eligible for 35 Medicaid if they applied before an event that requires hospital 36 or nursing home care. 37 (2) The Agency for Health Care Administration shall also 38 include, as part of the report required by this section, a copy 39 of the evaluation design and performance metrics submitted to 40 the federal Centers for Medicare and Medicaid Services relating 41 to the waiver of Medicaid retroactive eligibility, in conformity 42 with the Special Terms and Conditions of this state’s Section 43 1115 demonstration project, titled Managed Medical Assistance 44 (MMA) Program (Project No. 11-W-00206/4). 45 46 This section expires July 1, 2020. 47 48 ================= T I T L E A M E N D M E N T ================ 49 And the title is amended as follows: 50 Between lines 130 and 131 51 insert: 52 requiring the agency, by a certain date, in 53 consultation with the Department of Children and 54 Families and certain other entities, to submit a 55 certain report to the Governor and the Legislature; 56 specifying requirements for the report;
