       The Conference Committee on SB 2504 recommended the following:
       
    1         Senate Conference Committee Amendment (with title
    2  amendment)
    3  
    4         Delete everything after the enacting clause
    5  and insert:
    6         Section 1. Collective bargaining issues at impasse for the
    7  2019-2020 fiscal year between the State of Florida and the
    8  certified representatives of the bargaining units for state
    9  employees are resolved as follows:
   10         (1) Collective bargaining issues at impasse between the
   11  State of Florida and the Police Benevolent Association, Law
   12  Enforcement Unit, regarding Article 18 “Hours of Work, Leave and
   13  Job-Connected Disability” are resolved by adopting the state’s
   14  proposal dated April 3, 2019, for Section 7. The remainder of
   15  the article shall be resolved by maintaining the status quo
   16  under the current collective bargaining agreement.
   17         (2) Collective bargaining issues at impasse between the
   18  State of Florida and the Police Benevolent Association, Florida
   19  Highway Patrol Unit, regarding Article 18 “Hours of Work, Leave,
   20  and Job-Connected Disability” are resolved by adopting the
   21  state’s proposal dated April 3, 2019, for Section 7. The
   22  remainder of the article shall be resolved by maintaining the
   23  status quo under the current collective bargaining agreement.
   24         (3) Collective bargaining issues at impasse between the
   25  State of Florida and the Police Benevolent Association, Special
   26  Agent Unit, regarding Article 23 “Workday, Workweek and
   27  Overtime” shall be resolved by maintaining the status quo under
   28  the current collective bargaining agreement.
   29         (4) Collective bargaining issues at impasse between the
   30  State of Florida and the Florida Nurses Association Professional
   31  Health Care Unit regarding Article 23 “Hours of
   32  Work/Compensatory Time” shall be resolved by maintaining the
   33  status quo under the current collective bargaining agreement.
   34         (5) Collective bargaining issues at impasse between the
   35  State of Florida and the Florida State Fire Service Association–
   36  Fire Service Unit, regarding Article 13 “Health and Welfare”
   37  shall be resolved by maintaining the status quo under the
   38  current collective bargaining agreement.

   40  All other mandatory collective bargaining issues at impasse for
   41  the 2019-2020 fiscal year which are not addressed by this act or
   42  the General Appropriations Act for the 2019-2020 fiscal year
   43  shall be resolved in accordance with the personnel rules in
   44  effect on May 1, 2019, and by otherwise maintaining the status
   45  quo under the language of the applicable current collective
   46  bargaining agreement.
   47         Section 2. This act shall take effect July 1, 2019.

   51         Delete everything before the enacting clause
   52  and insert:
   53                        A bill to be entitled                      
   54         An act relating to collective bargaining; providing
   55         for the resolution of certain collective bargaining
   56         issues at impasse between the State of Florida and
   57         certified bargaining units of state employees;
   58         providing for all other mandatory collective
   59         bargaining issues at impasse which are not addressed
   60         by the act or the General Appropriations Act to be
   61         resolved consistent with personnel rules and by
   62         otherwise maintaining the status quo; providing an
   63         effective date.
