Florida Senate - 2019 SB 492 By Senator Rader 29-00783-19 2019492__ 1 A bill to be entitled 2 An act relating to a capital relocation study; 3 requiring the Office of Program Policy Analysis and 4 Government Accountability (OPPAGA) to conduct a study 5 regarding the relocation of the state capital; 6 prescribing requirements for the study; requiring 7 OPPAGA to submit a report to the Legislature by a 8 specified date; providing an effective date. 9 10 Be It Enacted by the Legislature of the State of Florida: 11 12 Section 1. (1) The Office of Program Policy Analysis and 13 Government Accountability (OPPAGA) shall conduct a study that 14 identifies and makes findings regarding the relocation of the 15 state capital to the City of Orlando in Orange County. 16 (2) In conducting the study, OPPAGA must consider, at a 17 minimum: 18 (a) Ease of travel to the state capital for members of the 19 public. 20 (b) Total cost of travel to and from the state capital for 21 members of the Legislature during interim committee weeks and 22 legislative session. 23 (c) Relocating the State Capitol Building; the Supreme 24 Court; the offices of the Governor, Lieutenant Governor, and the 25 Cabinet; and the legislative branch of state government to the 26 City of Orlando, and the associated costs of such relocation. 27 (d) The economic impact of relocating the state capital on 28 the City of Tallahassee, Leon County, and the surrounding 29 municipalities and counties. 30 (e) Necessary changes to state law in order to relocate the 31 state capital. 32 (3) OPPAGA shall submit a report detailing its findings to 33 the President of the Senate and the Speaker of the House of 34 Representatives by December 15, 2020. 35 Section 2. This act shall take effect July 1, 2019.
