Explanation:
Eliminates the $140 million trust fund sweep from the Local Government 
Housing Trust Fund and the $60 million trust fund sweep from the State 
Housing Trust Fund and appropriates $200,000,000 for affordable housing 
programs.

Following Specific Appropriation 2315, DELETE:

Funds  provided  in  Specific  Appropriation  2315 shall be used for the
Rental  Recovery  Loan Program to assist with building affordable rental
housing to help communities respond to Hurricane Michael recovery needs.

and insert in lieu thereof:

From the funds in Specific Appropriation 2315, $166,000,000 shall be 
used for the Rental Recovery Loan Program to assist with building rental 
housing in counties not affected by Hurricane Michael. From the funds in 
Specific Appropriation 2315, $86,995,000 shall be used for the Rental 
Recovery Loan Program to assist with building affordable rental housing 
to help communities respond to Hurricane Michael recovery needs.
