Florida Senate - 2019 SB 590 By Senator Albritton 26-00747-19 2019590__ 1 A bill to be entitled 2 An act relating to state park fees; amending s. 3 258.014, F.S.; requiring the Division of Recreation 4 and Parks to create by rule a state park annual 5 entrance pass program to allow entrance at no charge 6 to persons who perform certain volunteer work; 7 providing requirements for the program; providing an 8 effective date. 9 10 Be It Enacted by the Legislature of the State of Florida: 11 12 Section 1. Subsection (3) is added to section 258.014, 13 Florida Statutes, to read: 14 258.014 Fees for use of state parks.— 15 (3) The division shall adopt rules to create a state park 16 annual entrance pass program for individuals who perform 17 volunteer work related to nonnative and invasive plant species 18 removal. The division shall issue an annual entrance pass to all 19 state parks at no charge to individuals who perform at least 50 20 hours of volunteer work on conservation and recreation lands in 21 this state per year to remove nonnative and invasive plant 22 species. Such conservation and recreation lands may include, but 23 are not limited to, state parks, state forest lands, water 24 management district lands, Fish and Wildlife Conservation 25 Commission conservation-managed lands, or other public lands 26 managed by the department. The volunteer work performed by the 27 individual must be consistent with the public land’s management 28 plan and be conducted under the supervision of the division or 29 another appropriate land management agency. The rules must 30 include, at a minimum: 31 (a) Identification of the specific work that qualifies for 32 volunteer hours. 33 (b) A process to document and verify that the individual 34 performed at least 50 hours of volunteer work for nonnative and 35 invasive species removal on the public land before receiving an 36 annual entrance pass at no charge. 37 (c) A process to identify activities and locations 38 appropriate for volunteers consistent with each public land’s 39 management plan. 40 (d) A process for supervising volunteer activities to 41 ensure the safety of the volunteers and that the work is 42 conducted in a manner consistent with the public land’s 43 management plan. 44 Section 2. This act shall take effect July 1, 2019.
