Section 1009.02, Florida Statutes, is created 6 to read: 7 1009.02 Eligibility for educational scholarships upon 8 restoration of voting rights.—Notwithstanding any other 9 provision of this chapter, a person who has had his or her 10 voting rights restored pursuant to s. 4, Art. VI of the State 11 Constitution upon the completion of all terms of his or her 12 sentence for a felony conviction for an offense other than 13 murder or a felony sexual offense is eligible to be awarded any 14 scholarship, grant, or other aid for higher education or 15 vocational training under this chapter so long as he or she 16 meets all other requirements to be awarded the scholarship, 17 grant, or other aid. 18 Section 175. If any provision of this act or an act passed 19 by the Legislature relating to the implementation of s. 4, 20 Article VI of the State Constitution is held to be invalid, the 21 invalidity does not affect the provisions of this act which can 22 be given effect without the invalid provision or application, 23 and to this end this act is severable. 24 25 ================= T I T L E A M E N D M E N T ================ 26 And the title is amended as follows: 27 Between lines 722 and 723 28 insert: 29 creating s. 1009.02, F.S.; specifying eligibility for 30 educational scholarships, grants, or other aid for 31 persons who have had voting rights restored pursuant 32 to s. 4, Art.
