House Comm: WD . 04/08/2019 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Community Affairs (Hutson) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Delete everything after the enacting clause 4 and insert: 5 Section 1. Section 129.021, Florida Statutes, is amended to 6 read: 7 129.021 County officer budget information.— 8 (1) Notwithstanding any other provisionprovisionsof law, 9 the budgets of all county officers, as submitted to the board of 10 county commissioners, must be in sufficient detail and contain 11 such information as the board of county commissioners may 12 require in furtherance of their powers and responsibilities 13 provided in ss. 125.01(1)(q), (r), and (v), and (6) and 14 129.01(2)(b). 15 (2) The tentative and final budgets of each constitutional 16 officer must be detailed and must provide: 17 (a) A separate line item for proposed expenditures for each 18 program, division, or unit within the office. 19 (b) An identification of existing and proposed reserves. 20 (c) A separate narrative explaining: 21 1. The budget priorities of the constitutional officer. 22 2. Each budget line item that is unchanged from the budget 23 for the prior fiscal year. 24 3. Each budget line item that is increased or decreased 25 from the budget for the prior fiscal year, with an explanation 26 for the increase or decrease. 27 (3) The tentative budget must be posted on the county’s 28 official website at least 2 days before the public hearing and 29 must be identified separately from the tentative budget of the 30 county as a whole to clearly demarcate the constitutional 31 officers’ budgets. 32 Section 2. Subsection (7) is added to section 195.087, 33 Florida Statutes, to read: 34 195.087 Property appraisers and tax collectors to submit 35 budgets to Department of Revenue.— 36 (7)(a) Notwithstanding any other provision of law, the 37 tentative and final budgets of each constitutional officer must 38 be detailed and must provide: 39 1. A separate line item for proposed expenditures for each 40 program, division, or unit within the office. 41 2. An identification of existing and proposed reserves. 42 3. A separate narrative explaining: 43 a. The budget priorities of the constitutional officer. 44 b. Each budget line item that is unchanged from the budget 45 for the prior fiscal year. 46 c. Each budget line item that is increased or decreased 47 from the budget for the prior fiscal year, with an explanation 48 for the increase or decrease. 49 (b) The tentative budget must be posted on the 50 constitutional officer’s official website at the same time the 51 tentative budget is submitted to the Department of Revenue. The 52 final budget must be posted on the constitutional officer’s 53 website and remain posted for the fiscal year of that budget. 54 Section 3. This act shall take effect July 1, 2019. 55 56 ================= T I T L E A M E N D M E N T ================ 57 And the title is amended as follows: 58 Delete everything before the enacting clause 59 and insert: 60 A bill to be entitled 61 An act relating to the budgets of county 62 constitutional officers; amending s. 129.021, F.S.; 63 providing criteria for submission of tentative and 64 final budgets by county constitutional officers; 65 requiring the tentative budget of a county 66 constitutional officer to be posted on the county’s 67 website; amending s. 195.087, F.S.; providing criteria 68 for submission of tentative and final budgets by the 69 property appraiser and tax collector; requiring the 70 tentative and final budgets to be posted on the 71 website of the property appraiser or tax collector; 72 providing an effective date.
