The Committee on Community Affairs (Hutson) recommended the
following:
1 Senate Substitute for Amendment (169744) (with title
2 amendment)

4 Delete everything after the enacting clause
5 and insert:
6 Section 1. Section 129.021, Florida Statutes, is amended to
7 read:
8 129.021 County officer budget information.—
9 (1) Notwithstanding any other provision provisions of law,
10 the budgets of all county officers, as submitted to the board of
11 county commissioners, must be in sufficient detail and contain
12 such information as the board of county commissioners may
13 require in furtherance of their powers and responsibilities
14 provided in ss. 125.01(1)(q), (r), and (v), and (6) and
15 129.01(2)(b).
16 (2)(a) The tentative and final budgets of each
17 constitutional officer must be posted on the county’s official
18 website and must provide a separate narrative explaining the
19 budget priorities of the constitutional officer. This may be
20 accomplished by posting to the county’s official website a link
21 to the constitutional officer’s website.
22 (b) The tentative budget for each constitutional officer
23 must be posted on the county’s official website at least 2 days
24 before the public hearing and must be identified separately from
25 the tentative budget of the county as a whole to clearly
26 demarcate the constitutional officer’s budget.
27 Section 2. Present subsection (6) of section 195.087,
28 Florida Statutes, is redesignated as subsection (7) and amended,
29 and a new subsection (6) is added to that section, to read:
30 195.087 Property appraisers and tax collectors to submit
31 budgets to Department of Revenue.—
32 (6)(a) Notwithstanding any other provision of law, the
33 tentative and final budgets of each property appraiser and tax
34 collector must be detailed and must provide:
35 1. A separate line item for proposed expenditures for each
36 program, division, or unit within the office.
37 2. Existing and proposed reserves.
38 3. A separate narrative explaining:
39 a. The budget priorities of the property appraiser or tax
40 collector.
41 b. Each budget line item that is unchanged from the budget
42 for the prior fiscal year.
43 c. Each budget line item that is increased or decreased
44 from the budget for the prior fiscal year, with an explanation
45 for the increase or decrease.
46 (b) The tentative budget must be posted on each property
47 appraiser’s and tax collector’s official website at the same
48 time the tentative budget is submitted to the Department of
49 Revenue.
50 (7)(6) Each property appraiser and tax collector must post
51 their final approved budget on their official website within 30
52 days after adoption and the budget must remain posted for the
53 fiscal year covered by the budget. Each county’s official
54 website must have a link to the websites of the property
55 appraiser or tax collector where the final approved budget is
56 posted. If the property appraiser or tax collector does not have
57 an official website, the final approved budget must be posted on
58 the county’s official website and the budget must remain posted
59 for the fiscal year covered by the budget.
60 Section 3. This act shall take effect July 1, 2019.

71 website, subject to certain requirements; amending s.
72 195.087, F.S.; providing criteria for submission of
73 tentative and final budgets by the property appraiser
74 and tax collector; requiring the tentative and final
75 budgets to be posted on the website of the property
76 appraiser or tax collector if such a website exists,
77 subject to certain requirements; providing an
78 effective date.
