Florida Senate - 2019 SB 696 By Senator Hutson 7-01862-19 2019696__ 1 A bill to be entitled 2 An act relating to the budgets of county 3 constitutional officers; amending s. 129.03, F.S.; 4 including property appraisers to the list of county 5 constitutional officers who must submit a tentative 6 budget to the board of county commissioners; providing 7 criteria for submission of tentative and final budgets 8 by county constitutional officers; requiring the 9 tentative budget of a county constitutional officer to 10 be separately identified from the tentative budget of 11 the county as a whole when posted to the county’s 12 website; providing an effective date. 13 14 Be It Enacted by the Legislature of the State of Florida: 15 16 Section 1. Subsection (2) of section 129.03, Florida 17 Statutes, is amended to read: 18 129.03 Preparation and adoption of budget.— 19 (2) On or before June 1 of each year, the sheriff, the 20 property appraiser, the clerk of the circuit court and county 21 comptroller, the tax collector subject to a resolution entered 22 into pursuant to s. 145.022(1), and the supervisor of elections 23 shall each submit to the board of county commissioners a 24 tentative budget for their respective offices for the ensuing 25 fiscal year. However, the board of county commissioners may, by 26 resolution, require the tentative budgets to be submitted by May 27 1 of each year. Each officer’s tentative and final budget must 28 be detailed, and must provide a separate line item for proposed 29 expenditures for each program, division, or unit within the 30 office, and must include an identification of existing and 31 proposed reserves. The tentative budget must be posted on the 32 county’s official website at least 2 days before the public 33 hearing and must be identified separately from the tentative 34 budget of the county as a whole to clearly demarcate the 35 constitutional officers’ budgets. 36 Section 2. This act shall take effect July 1, 2019.
