    1                        A bill to be entitled                      
    2         An act relating to the Department of Environmental
    3         Protection citizen support organizations; amending s.
    4         20.2551, F.S.; requiring the department to submit a
    5         report to the Legislature by a specified date;
    6         providing requirements for the report; abrogating the
    7         scheduled repeal of provisions governing citizen
    8         support organizations established under the
    9         department; amending s. 258.015, F.S.; abrogating the
   10         scheduled repeal of provisions governing citizen
   11         support organizations established under the department
   12         for the benefit of the state park system; providing an
   13         effective date.
   14          
   15  Be It Enacted by the Legislature of the State of Florida:
   16  
   17         Section 1. Subsection (6) of section 20.2551, Florida
   18  Statutes, is amended to read:
   19         20.2551 Citizen support organizations; use of property;
   20  audit; public records; partnerships.—
   21         (6) REPORT REPEAL.—By December 1, 2019, the department
   22  shall submit a report to the President of the Senate and the
   23  Speaker of the House of Representatives which examines the
   24  financial transparency, accountability, and ethics of its
   25  citizen support organizations. The report must:
   26         (a) Include audits for the most recent 3 fiscal years for
   27  its citizen support organizations that are subject to audit
   28  requirements under s. 215.981. An audit conducted after March 1,
   29  2019, must be conducted in accordance with government auditing
   30  standards.
   31         (b) Demonstrate that its citizen support organizations
   32  within the Florida Coastal Office, as of November 1, 2018, are
   33  in compliance with ss. 20.058 and 20.2551.
   34         (c) Identify any citizen support organizations under
   35  paragraph (a) or paragraph (b) which are not in compliance with
   36  ss. 20.058 and 20.2551 and describe whether the department has
   37  terminated a contract with such organization.
   38         (d) Demonstrate how the contracts between the department
   39  and its citizen support organizations have been revised to
   40  comply with all relevant provisions of law This section is
   41  repealed October 1, 2019, unless reviewed and saved from repeal
   42  by the Legislature.
   43         Section 2. Subsection (4) of section 258.015, Florida
   44  Statutes, is amended to read:
   45         258.015 Citizen support organizations; use of property;
   46  audit.—
   47         (4) REPEAL.—This section is repealed October 1, 2019,
   48  unless reviewed and saved from repeal by the Legislature.
   49         Section 3. This act shall take effect July 1, 2019.
