       The Committee on Education (Berman) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 865 - 889
    4  and insert:
    5         (18) THE FLORIDA BEST AND BRIGHTEST TEACHER AND PRINCIPAL
    6  ALLOCATION.—
    7         (a) The Florida Best and Brightest Teacher and Principal
    8  Allocation is created to recruit and retain classroom teachers
    9  and other instructional personnel who meet the criteria
   10  established in s. 1012.731 and reward principals who meet the
   11  criteria established in s. 1012.732. Subject to annual
   12  appropriation, each school district shall receive an allocation
   13  based on the district’s proportionate share of FEFP base
   14  funding.
   15         (b) From the allocation, each district shall provide the
   16  following for eligible classroom teachers and instructional
   17  personnel:
   18         1. A recruitment salary increase for classroom teachers who
   19  fill a designated critical teacher shortage area as defined by
   20  the school district or the State Board of Education under s.
   21  1012.07 and other instructional personnel who fill a designated
   22  critical shortage area as defined by the school district; and
   23         2. A retention salary increase for classroom teachers and
   24  other instructional personnel, as provided in s. 1012.731(3)(b).
   25         (c) From the allocation, each district shall provide
   26  eligible principals a salary increase as provided in s.
   27  1012.732(3).
