The Committee on Rules (Montford) recommended the following:
1 Senate Amendment (with title amendment)

3 Delete everything after the enacting clause
4 and insert:
5 Section 1. Subsection (6) of section 20.2551, Florida
6 Statutes, is amended to read:
7 20.2551 Citizen support organizations; use of property;
8 audit; public records; partnerships.—
9 (6) REPORT REPEAL.—By December 1, 2019, the department
10 shall submit a report to the President of the Senate and the
11 Speaker of the House of Representatives which examines the
12 financial transparency, accountability, and ethics of its
13 citizen support organizations. The report must:
14 (a) Include audits for the most recent 3 fiscal years for
15 its citizen support organizations that are subject to audit
16 requirements under s. 215.981. An audit conducted after March 1,
17 2019, must be conducted in accordance with government auditing
18 standards.
19 (b) Demonstrate that its citizen support organizations
20 within the Florida Coastal Office, as of November 1, 2018, are
21 in compliance with ss. 20.058 and 20.2551.
22 (c) Identify any citizen support organizations under
23 paragraph (a) or paragraph (b) which are not in compliance with
24 ss. 20.058 and 20.2551 and describe whether the department has
25 terminated a contract with such organization.
26 (d) Demonstrate how the contracts between the department
27 and its citizen support organizations have been revised to
28 comply with all relevant provisions of law This section is
29 repealed October 1, 2019, unless reviewed and saved from repeal
30 by the Legislature.
31 Section 2. Subsection (4) of section 257.43, Florida
32 Statutes, is amended to read:
33 257.43 Citizen support organization; use of state
34 administrative services and property; audit.—
35 (4) REPEAL.—This section is repealed October 1, 2019,
36 unless reviewed and saved from repeal by the Legislature.
37 Section 3. Subsection (4) of section 258.015, Florida
38 Statutes, is amended to read:
39 258.015 Citizen support organizations; use of property;
40 audit.—
41 (4) REPEAL.—This section is repealed October 1, 2019,
42 unless reviewed and saved from repeal by the Legislature.
43 Section 4. Subsection (4) of section 259.10521, Florida
44 Statutes, is amended to read:
45 259.10521 Citizen support organization; use of property.—
46 (4) REPEAL.—This section is repealed October 1, 2024 2019,
47 unless reviewed and saved from repeal by the Legislature.
48 Section 5. Subsection (4) of section 265.703, Florida
49 Statutes, is amended to read:
50 265.703 Citizen support organizations; use of state
51 administrative services and property; audit.—
52 (4) REPEAL.—This section is repealed October 1, 2019,
53 unless reviewed and saved from repeal by the Legislature.
54 Section 6. Subsection (4) of section 267.17, Florida
55 Statutes, is amended to read:
56 267.17 Citizen support organizations; use of state
57 administrative services and property; audit.—
58 (4) REPEAL.—This section is repealed October 1, 2019,
59 unless reviewed and saved from repeal by the Legislature.
60 Section 7. Subsection (1) of section 288.772, Florida
61 Statutes, is amended to read:
62 288.772 Definitions.—For purposes of ss. 288.771-288.778:
63 (1) “Account” means the Florida Export Finance Corporation
64 account in the Florida Intergovernmental Relations Foundation,
65 Inc.
66 Section 8. Effective October 1, 2019, section 288.809,
67 Florida Statutes, is repealed.
68 Section 9. The Executive Office of the Governor and the
69 Florida Intergovernmental Relations Foundation, created pursuant
70 to s. 288.809, Florida Statutes, shall ensure that any
71 liabilities of the foundation are satisfied by September 1,
72 2019. Any funds of the foundation remaining following
73 satisfaction of any liabilities must be transferred to the
74 Florida International Trade and Promotion Trust Fund within the
75 Department of Economic Opportunity by September 15, 2019.
76 Section 10. Subsection (4) of section 379.223, Florida
77 Statutes, is amended to read:
78 379.223 Citizen support organizations; use of state
79 property; audit.—
80 (4) This section is repealed October 1, 2019, unless
81 reviewed and saved from repeal by the Legislature.
82 Section 11. Section 379.2231, Florida Statutes, is created
83 to read:
84 379.2231 Additional assessment; Wildlife Alert Reward
85 Association, Inc.—
86 (1) As used in this section, the term “convicted” or
87 “conviction” means any judicial disposition other than acquittal
88 or dismissal.
89 (2) In addition to any other penalty provided by law, a
90 court may order a person who is convicted of a violation of this
91 chapter or of a rule or order of the commission to pay an
92 assessment directly to Wildlife Alert Reward Association, Inc.
93 (3) Wildlife Alert Reward Association, Inc., may pay a
94 reward, from the funds assessed pursuant to subsection (2), to a
95 person who provides information leading to the arrest of an
96 individual or individuals for a violation of this chapter or of
97 a rule or order of the commission.
98 Section 12. Subsection (14) of section 413.615, Florida
99 Statutes, is amended to read:
100 413.615 Florida Endowment for Vocational Rehabilitation.—
101 (14) REPEAL.—This section is repealed October 1, 2019,
102 unless reviewed and saved from repeal by the Legislature.
103 Section 13. Subsection (10) of section 570.691, Florida
104 Statutes, is amended to read:
105 570.691 Direct-support organization.—
106 (10) This section is repealed October 1, 2019, unless
107 reviewed and saved from repeal by the Legislature.
108 Section 14. Subsection (14) of section 570.83, Florida
109 Statutes, is amended to read:
110 570.83 Beef Market Development Act; definitions; Florida
111 Beef Council, Inc., creation, purposes, governing board, powers,
112 and duties; referendum on assessments imposed on gross receipts
113 from cattle sales; payments to organizations for services;
114 collecting and refunding assessments; vote on continuing the
115 act; council bylaws.—
116 (14) REPEAL.—This section is repealed October 1, 2024 2019,
117 unless reviewed and saved from repeal by the Legislature.
118 Section 15. Except as otherwise expressly provided in this
119 act, this act shall take effect July 1, 2019.

157 ensure the satisfaction of the foundation’s remaining
158 liabilities by a certain date; providing for the
159 transfer of any remaining funds by a certain date;
160 amending s. 379.223, F.S.; removing the scheduled
161 repeal of provisions governing citizen support
162 organizations established under the Fish and Wildlife
163 Conservation Commission; creating s. 379.2231, F.S.;
164 defining the terms “convicted” and “conviction”;
165 authorizing a court to order persons convicted of
166 certain violations to pay an additional assessment;
167 authorizing a specified citizen support organization
168 to post certain rewards; amending s. 413.615, F.S.;
169 removing the future repeal of provisions governing the
170 Florida Endowment Foundation for Vocational
171 Rehabilitation; amending s. 570.691, F.S.; removing
172 the scheduled repeal of provisions relating to direct
173 support organizations of the Department of Agriculture
174 and Consumer Services; amending s. 570.83, F.S.;
175 extending the scheduled repeal of provisions governing
176 the Florida Beef Council, Inc., direct-support
177 organization; providing effective dates.
