       The Committee on Rules (Rodriguez) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 432 and 433
    4  insert:
    5         Section 11. Section 1009.02, Florida Statutes, is created
    6  to read:
    7         1009.02 Eligibility for educational scholarships upon
    8  restoration of voting rights.—Notwithstanding any other
    9  provision of this chapter, a person who has had his or her
   10  voting rights restored pursuant to s. 4, Art. VI of the State
   11  Constitution upon the completion of all terms of his or her
   12  sentence for a felony conviction for an offense other than
   13  murder or a felony sexual offense is eligible to be awarded any
   14  scholarship, grant, or other aid for higher education or
   15  vocational training under this chapter so long as he or she
   16  meets all other requirements to be awarded the scholarship,
   17  grant, or other aid.

   21         Between lines 49 and 50
   22  insert:
   23         creating s. 1009.02, F.S.; specifying eligibility for
   24         educational scholarships, grants, or other aid for
   25         persons who have had voting rights restored pursuant
   26         to s. 4, Art. VI of the State Constitution;
