House . . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Infrastructure and Security (Lee) recommended the following: 1 Senate Amendment to Amendment (970424) (with title 2 amendment) 3 4 Delete lines 75 - 80 5 and insert: 6 department, contingent upon an approved request and memorandum 7 of understanding, shall provide tax collectors and their agents 8 with real-time access to data that other third parties receive 9 from the department related to vehicle and mobile home 10 registration certificates, registration license plates, and 11 validation stickers, including, but not limited to, the most 12 current address information and electronic mail addresses of 13 applicants. The department shall approve or deny a request 14 within 45 days after receipt; however, the 45-day period may be 15 extended by mutual agreement of the department and the 16 requestor. 17 Section 26. Subsection (10) is added to section 320.131, 18 Florida Statutes, to read: 19 320.131 Temporary tags.— 20 (10) The department may partner with a county tax collector 21 to conduct a Fleet Vehicle Temporary Tag pilot program to 22 provide temporary tags to fleet companies to allow them to 23 operate fleet vehicles awaiting a permanent registration and 24 title. 25 (a) The department shall enter into a memorandum of 26 understanding that allows up to 10 companies to participate in 27 the pilot program and to receive multiple temporary tags for 28 company fleet vehicles. 29 (b) To participate in the program, a fleet company must 30 have at least 3,500 fleet vehicles registered in this state 31 which qualify to be registered as fleet vehicles pursuant to s. 32 320.0657. 33 (c) The department, upon the request of an eligible fleet 34 company, may issue up to 50 temporary tags per request to such 35 company. 36 (d) A temporary tag issued under this subsection is for 37 exclusive use on a vehicle purchased for the company’s fleet and 38 may not be used on any other vehicle. 39 (e) Each temporary tag may be used on only one vehicle, and 40 each vehicle may use only one temporary tag. 41 (f) Upon issuance of the vehicle’s permanent license plate 42 and registration, the temporary tag becomes invalid and must be 43 removed from the vehicle and destroyed. 44 (g) Upon a finding by the department that a temporary tag 45 has been misused by a fleet company under the program, the 46 department may terminate the memorandum of understanding with 47 the company, invalidate all temporary tags issued to the company 48 under the program, and require such company to return any unused 49 temporary tags. 50 (h) The issuance of a tag using this method must be 51 reported to the department within 2 business days, not including 52 weekends or state holidays, after the issuance of the tag. The 53 county tax collector shall keep a record of each temporary tag 54 issued. The record must include the date of issuance, tag number 55 issued, vehicle identification number, and vehicle description. 56 (i) This subsection is repealed October 1, 2022, unless 57 saved from repeal through reenactment by the Legislature. 58 59 ================= T I T L E A M E N D M E N T ================ 60 And the title is amended as follows: 61 Delete line 960 62 and insert: 63 registration license plates, and validation stickers 64 under certain circumstances; requiring the department 65 to either approve or deny a request within a specified 66 timeframe, which may be extended by mutual agreement 67 of the department and the requestor; amending s. 68 320.131, F.S.; authorizing the department to partner 69 with a county tax collector to conduct a Fleet Vehicle 70 Temporary Tag pilot program for certain purposes; 71 providing program requirements; providing for future 72 repeal;
