       Senator Albritton moved the following:
       
    1         Senate Amendment to Amendment (663264) (with title
    2  amendment)
    3  
    4         Between lines 305 and 306
    5  insert:
    6         Section 4. (1)By no later than January 1, 2020, the
    7  Department of Transportation in conjunction with the Department
    8  of Highway Safety and Motor Vehicles shall develop a permitting
    9  program that, notwithstanding any other provision of law except
   10  conflicting federal law and applicable provisions of s. 316.550,
   11  prescribes the operation of any combination of truck tractor,
   12  semitrailer, and trailer combination coupled together so as to
   13  operate as a single unit in which the semitrailer and the
   14  trailer unit may each be up to 48 feet in length, but not less
   15  than 28 feet in length, if such truck tractor, semitrailer,
   16  trailer combination is:
   17         (a)Being used for the primary purpose of transporting farm
   18  products as defined in s. 823.14(3)(c) on a prescribed route
   19  within the boundary of the Everglades Agricultural Area as
   20  described in s. 373.4592(15);
   21         (b)Travelling on a prescribed route that has been
   22  submitted to and approved by the Department of Transportation
   23  for public safety purposes having taken into account, at a
   24  minimum, the point of origin, destination, traffic and
   25  pedestrian volume on the route, turning radius at intersections
   26  along the route, and potential for damage to roadways or bridges
   27  on the route;
   28         (c)Operating only on state or local roadways within a
   29  radius of 60 miles from where such truck tractor, semitrailer,
   30  and trailer combination was loaded, however, travel is not
   31  authorized on the Interstate Highway System; and
   32         (d)Meeting the following weight limitations:
   33         1.The maximum gross weight of the truck tractor and the
   34  first trailer shall not exceed 88,000 pounds.
   35         2.The maximum gross weight of the dolly and second trailer
   36  shall not exceed the lesser of 67,000 pounds.
   37         3.The maximum overall gross weight of the truck tractor
   38  semitrailer-trailer combination shall not exceed 155,000 pounds.
   39         (2)The permitting program established pursuant to
   40  subsection (1) above shall automatically expire on January 1,
   41  2025, unless reauthorized by the legislature.
   42         (3)Any such permit program may not be implemented or
   43  continued if the Federal Government notifies the department that
   44  implementation will adversely affect the allocation of federal
   45  funds to the state.

   52         the Department of Transportation in conjunction with
   53         the Department of Highway Safety and Motor Vehicles to
   54         develop, by a specified date, a permitting program
   55         that authorizes the operation of any combination of
   56         truck tractor, semitrailer, and trailer combination
   57         coupled together so as to operate as a single unit,
   58         subject to certain requirements; providing that the
   59         permitting program expires in five years unless
   60         reauthorized by the legislature; prohibiting a
   61         permitting program from being implemented or continued
   62         under certain circumstances; providing
