The Committee on Innovation, Industry, and Technology (Bracy)
recommended the following:

4 insert:
5 (7) When a law enforcement officer issues a citation for a
6 violation of this section, the law enforcement officer must
7 record the race and ethnicity of the violator. All law
8 enforcement agencies must maintain such information and must
9 report such information to the department in a form and manner
10 determined by the department. Beginning February 1, 2020, the
11 department shall annually report the data collected under this
12 subsection to the Governor, the President of the Senate, and the
13 Speaker of the House of Representatives. The data collected must
14 be reported at least by statewide totals for local law
15 enforcement agencies, state law enforcement agencies, and state
16 university law enforcement agencies. The statewide total for
17 local law enforcement agencies must combine the data for the
18 county sheriffs and the municipal law enforcement agencies.

22 Delete line 30
23 and insert:
24 action; requiring a law enforcement officer to record

29 Department of Highway Safety and Motor Vehicles in a
30 form and manner determined by the department;
31 beginning on a specified date, requiring the
32 department to annually report the data to the Governor
33 and Legislature; providing requirements for the
34 report; authorizing the Department of Highway Safety
