The Committee on Education (Diaz) recommended the following:

5 insert:
6 Section 9. Subsections (1) through (4) of section 1012.57,
7 Florida Statutes, are amended, and subsection (6) is added to
8 that section, to read:
9 1012.57 Certification of adjunct educators.—
10 (1) Notwithstanding the provisions of ss. 1012.32, 1012.55,
11 and 1012.56, or any other provision of law or rule to the
12 contrary, district school boards shall adopt rules to allow for
13 the issuance of an adjunct teaching certificate to any applicant
14 who fulfills the requirements of s. 1012.56(2)(a)-(f) and (10)
15 and who has expertise in the subject area to be taught. An
16 applicant shall be considered to have expertise in the subject
17 area to be taught if the applicant demonstrates sufficient
18 subject area mastery through passage of a subject area test. The
19 adjunct teaching certificate shall be used for part-time
20 teaching positions.
21 (2) The Legislature intends that this section allow school
22 districts to tap the wealth of talent and expertise represented
23 in Florida’s citizens who may wish to teach part-time in a
24 Florida public school by permitting school districts to issue
25 adjunct certificates to qualified applicants.
26 (3) Adjunct certificateholders should be used primarily as
27 a strategy to enhance the diversity of course offerings offered
28 to all students. School districts may use the expertise of
29 individuals in the state who wish to provide online instruction
30 to students by issuing adjunct certificates to qualified
31 applicants.
32 (4) Each adjunct teaching certificate is valid through the
33 term of the annual contract between the educator and the school
34 district. An additional annual certification and an additional
35 annual contract may be awarded by the district at the district’s
36 discretion but only if the applicant is rated effective or
37 highly effective under s. 1012.34 during each year of teaching
38 under adjunct teaching certification. A school district may
39 issue an adjunct teaching certificate for a part-time or full
40 time teaching position; however, an adjunct teaching certificate
41 issued for a full-time teaching position is valid for no more
42 than 3 years and is nonrenewable.
43 (6) Each school district shall:
44 (a) Post requirements on its website for the issuance of an
45 adjunct teaching certificate, which must specify the subject
46 area test through which an applicant demonstrates subject area
47 mastery.
48 (b) Annually report to the department the number of adjunct
49 teaching certificates issued for part-time teaching positions
50 and full-time teaching positions pursuant to this section.

55 and insert:
56 List; amending s. 1012.57, F.S.; deleting a
57 requirement that the adjunct teaching certificate be
58 used only for part-time teaching positions;
59 authorizing school districts to issue adjunct teaching
60 certificates for part-time and full-time teaching
61 positions; providing limitations on adjunct teaching
62 certificates for full-time positions; requiring school
63 districts to post certification criteria on their
64 websites; requiring school districts to annually
65 report issued certificates to the Department of
66 Education; providing an effective date.
