Florida Senate - 2019 SB 924 By Senator Albritton 26-00644-19 2019924__ 1 A bill to be entitled 2 An act relating to occupational licensing; creating 3 ss. 455.216 and 456.0155, F.S.; defining the term 4 “apprenticeship”; requiring the Department of Business 5 and Professional Regulation and the Department of 6 Health, respectively, to grant an application for 7 licensure if the applicant has completed an 8 apprenticeship and met other specified requirements; 9 requiring the department to establish the grade 10 necessary for an applicant who has completed an 11 apprenticeship to receive a passing grade for an 12 examination; prohibiting the department from requiring 13 an applicant to take an examination under certain 14 circumstances; providing an effective date. 15 16 Be It Enacted by the Legislature of the State of Florida: 17 18 Section 1. Section 455.216, Florida Statutes, is created to 19 read: 20 455.216 Special license provisions for apprentices.— 21 (1) As used in this section, the term “apprenticeship” 22 means an apprenticeship program registered by the Department of 23 Education under chapter 446 or by the United States Department 24 of Labor. 25 (2) The department must approve an application for 26 licensure if the applicant has: 27 (a) Completed the 8th grade; 28 (b) Completed an apprenticeship that relates to the 29 licensed profession; and 30 (c) Passed any examination required for licensure. 31 (3)(a) The department shall establish the grade necessary 32 for an applicant who has completed an apprenticeship to achieve 33 a passing grade for an examination. Such grade may not exceed 34 the passing grade required for applicants who have not completed 35 an apprenticeship. 36 (b) If an examination is not generally a requirement for 37 licensure, the department may not require an applicant under 38 this section to take an examination. 39 Section 2. Section 456.0155, Florida Statutes, is created 40 to read: 41 456.0155 Special license provisions for apprentices.— 42 (1) As used in this section, the term “apprenticeship” 43 means an apprenticeship program registered by the Department of 44 Education under chapter 446 or by the United States Department 45 of Labor. 46 (2) The department must approve an application for 47 licensure if the applicant has: 48 (a) Completed the 8th grade; 49 (b) Completed an apprenticeship that relates to the 50 licensed profession; and 51 (c) Passed any examination required for licensure. 52 (3)(a) The department shall establish the grade necessary 53 for an applicant who has completed an apprenticeship to achieve 54 a passing grade for an examination.
